This sentence is actually a metaphor, trying to explain the relationship between will and intelligence. If you want to fully understand it, you need to read Schopenhauer's book The World as Will and Representation. First of all, will refers to a desire, while intelligence refers to a cognitive ability.

Strong will and mental disability mean that intelligence is subordinate to and dominated by will. For example, once our will wants something, we will "command" our intelligence to find a way to achieve it. For example, in the face of the choice of A and B, intelligence will fully list the advantages and disadvantages of A and B, analyze and weigh all aspects, and finally decide by will. Blind will and clear understanding (intelligence) mean that will or desire is blind and endless. For example, after graduation, I want a decent job, then I think about the house and car, then I think about women, money and power, and I never stop. In Schopenhauer's view, intelligence is a mirror reflecting the world, and the more genius, the clearer the reaction. Compared with will, intelligence is really "discerning".
