If he lifts his right hand upward and stretches his hand to the left, the law enforcement soldiers will pull the prisoner to the left and stand. This means he is considered innocent and is ready to be released. No matter how many prisoners there were, he would always look at each other, look at their faces, and hold his hands to signal that he was done.

After the beginning of the Anti-Japanese War, Han Fuju served as Chairman of Shandong Province, Deputy Commander of the Fifth War Zone, and Commander-in-Chief of the Third Army. He was responsible for the Kuomintang's war against Japan in Shandong and was responsible for intercepting Japanese troops from crossing the Yellow River. At the end of December 1937, Han failed to obey the order of the Military Commission and voluntarily abandoned Jinan, led his troops to retreat to preserve their strength, and secretly negotiated with the Japanese. Chiang Kai-shek accepted the suggestions of the Fifth Theater Commander Li Zongren and Feng Yuxiang and decided to sanction Han Fuju.
