Is Musk's recyclable rocket really advanced?

Recycling is not difficult, but the purpose of recycling is to save money. Commercial load can make some money, but it can't fill the huge black hole of research and development, so the guidelines for rocket development naturally come from the top. Whether it is the government's achievements, major space exploration projects, or even military projects, the most important parameter of rockets in these projects is always the success rate. Cost can only be ranked behind in the face of success rate, not to mention rocket recycling is only a way to reduce costs, not the only solution. Therefore, no matter which country's official does not focus on rocket recycling, this greatly increases the risk of the system, and many people say that simple recycling should be realized. However, it should be noted that launch, recovery and re-launch must be a complete closed loop, which means that the rocket must be designed for recovery from the very beginning of research and development.
