It's a joke that people don't attack me and I don't commit crimes?

we often say, "I won't commit crimes if people don't commit crimes against me, and I will commit crimes if people commit crimes against me.". We can take this relatively passive approach when dealing with some problems.

but often, after someone has committed a crime against me, I still can't commit a crime. Moreover, human beings are social animals. So, it's not that this sentence is a joke, but that the actual function and environment of this sentence are different from what we think.
