Who is stronger, Qing Dynasty or Russia?

I remember in the General History of the World that16-18th century, Russia's expansion stopped at the powerful Chinese Empire, so the Qing Dynasty was powerful.

Later, Russia did bully Qing all the time, so Russia became stronger.

Man and Han were two sides of the Qing Dynasty, and the number of Han people restricted the development of the country. Therefore, when the wheel of history goes forward and scientific, technological, political and military changes start, Russia can catch up, but the rulers of the Qing Dynasty will hesitate and lose opportunities. So Russia is stronger.
