The 18th meeting of the Standing Committee of the 12th National People's Congress passed a decision on amending the Population and Family Planning Law on December 27.

The revised Family Planning Law clarifies: The state encourages a couple to have two children. Couples who have children in compliance with laws and regulations can receive rewards for extended maternity leave or other benefits. The new law will come into effect on January 1, 2016.

The revised Family Planning Law stipulates: "Those who meet the conditions stipulated in laws and regulations can request to arrange for the birth of another child. Specific measures shall be prescribed by the People's Congress of the province, autonomous region, or municipality directly under the Central Government or their standing committee."

"Having more children" refers to the situation of giving birth to three or more children, mainly for rural areas, ethnic minority areas and some special families.

In the previous family planning regulations, rural couples were allowed to have a second child if their first child was a girl, because rural areas require heavy labor, which means they would be given the opportunity to have a son.

In addition, in minority areas, first-born children with physical or mental disabilities, remarried couples and other special circumstances are allowed to have a second child. So, for these families, another child is equivalent to a third child.
