Measures of Shenyang Municipality on Classified Management of Domestic Waste

Article 1 In order to standardize the management behavior of "three guarantees in front of the door" and create a clean, beautiful and civilized living environment, these measures are formulated in accordance with the provisions of the Regulations of Shenyang Municipality on the Administration of Urban Appearance and Environmental Sanitation and the Regulations of Shenyang Municipality on Greening, combined with the actual situation of this Municipality.

Article 2 These Measures shall apply to street-facing organs, organizations, military units, schools, enterprises, bazaars, construction sites, demolition sites, individual industrial and commercial households and residents (hereinafter referred to as responsible persons) within the urbanization management area of this Municipality.

Article 3 The responsibility system of "Three Guarantees in front of the door" as mentioned in these Measures refers to the management and maintenance of the city appearance and environmental sanitation within the responsibility area of "Three Guarantees in front of the door" as defined in these Measures, and the system of "ensuring environmental sanitation, beautifying and greening, and ensuring the order of the city appearance" is implemented.

Article 4 The municipal urban management department is the competent department in charge of the "three guarantees in front of the door" responsibility system within the administrative area of this Municipality, and is responsible for the formulation, organization, supervision, guidance and assessment of the relevant norms of the "three guarantees in front of the door" responsibility system.

District, county (city) urban management departments are responsible for guiding, supervising and inspecting the implementation of the "three guarantees in front of the door" responsibility system within their respective administrative areas, and investigating and punishing the acts of those responsible in the responsible areas who fail to perform the responsibility system and violate the laws and regulations on urban management according to law.

"Three bags in front of the door" responsibility system management by the street office (town people's government) specific organization and implementation.

Public security, market supervision, real estate, construction committee, finance, transportation, environmental protection and other relevant departments shall, in accordance with their respective responsibilities, do a good job in the management of the "three guarantees in front of the door" responsibility system.

Article 5 "Three guarantees in front of the door" refers to the land use right and management scope of buildings, structures and other facilities and places owned, used or managed by units or individuals.
