In recent years, the civil affairs department of our district has always adhered to the purpose of "people-oriented, solving problems for the people and serving the people", closely focusing on solving and improving people's livelihood, solidly promoting various civil affairs and people's livelihood work, and giving full play to the important basic role of civil affairs work in building a harmonious society.

I. Implementation of the People's Livelihood Policy

The first is the urban minimum living security work. In 2008, the minimum living security work in our district took the lead in realizing the integration of urban and rural areas, and the rural minimum living security subsidy standards were all implemented in accordance with the urban minimum living security standards, eliminating the differences between urban and rural areas. 20 1 2,65438+10,1,the urban minimum living standard in our district was raised to 380 yuan per person per month, the linkage mechanism between social assistance security standard and price increase was started, and temporary price subsidies were issued to the minimum living objects, further ensuring the basic life of the people in need. Moreover, patients go to designated hospitals for medical treatment, and part of the expenses are paid in advance by the hospital and settled by the hospital and the Civil Affairs Bureau after discharge, which reduces the economic burden and psychological pressure of the people in need and truly enables the people in need to enjoy the policy of benefiting the people of the party and the government. The third is the work of five guarantees. We have always adhered to the goal of 1.000% centralized support on a voluntary basis, vigorously promoted the construction of nursing homes, and successively completed the first and second phases of the Shang Jie District nursing home project, further improving the level of five guarantees support. This year, the district government included the project of nursing home into the top ten practical projects for the people by the district government, which further promoted the construction of socialized old-age service system in our district. Since the beginning of this year, there have been 62 five-guarantee recipients in our district, with 3 1 concentrated and 3 1 dispersed. The current annual support standard is: centralized support is 6,384 yuan/person, decentralized support is 3,840 yuan/person, and the accumulated expenditure is 249,000 yuan.

Fourth, home-based care for the elderly and the disabled. In recent years, with the deepening of the aging in our region, in order to better solve the problem of providing for the aged in our region, the district party committee and district government attach great importance to the implementation of the aging policy, and the project of supporting the disabled at home focuses on providing for the aged at home. Clients voluntarily apply for services, and provide corresponding services to help the elderly and the disabled according to different needs. Free services are combined with low compensation services. At present, we have 57 caring waiters, all of whom hold the qualification certificate of "nursing for the aged", which has opened up employment channels for laid-off workers and promoted the realization of re-employment. Over the past four years, more than 360 families have enjoyed this service, which has won the trust of the elderly in the whole region and produced good social effects.

The fifth is the love supermarket rescue project. In order to further broaden the scope of assistance and establish a long-term assistance system for people in need, the district love supermarket opened on July 20, 2007, and caring people can come here at any time to offer their love. Low-income families in our district can receive items worth 35 yuan from Love Supermarket this month with love items. Since the beginning of this year, Love Supermarket has received donations from all walks of life 1890 and donations 19 10.

The sixth is the "Flying Hope" love aid project. Bringing students from low-income families and kindergarten children into the scope of assistance has effectively promoted the healthy development of education and charity in the whole region. Second, the people's livelihood policy recommendations

Under the framework of modern civil administration, it has become an inevitable trend for civil administration and people's livelihood to gradually realize urban-rural integration. However, with the tilt of national policy to rural areas, urban residents are not well protected in some aspects. For example, the elderly with five guarantees in rural areas can enjoy the five-guarantee treatment provided by the state, while the elderly who are widowed in cities are not well protected in this respect. Therefore, the work of civil affairs and people's livelihood should aim at the integration of urban and rural areas, give full play to government functions, pay attention to the balanced development of urban and rural areas, realize the organic connection between urban and rural areas in policies and systems, gradually establish a new livelihood security system for urban and rural areas, and comprehensively build people's livelihood, public opinion and people's feelings.
