According to the arrangement of the meeting, I was entrusted by General Manager Wang Jian to deploy the tasks of heating period in 2009 on behalf of the company and do a good job in heating mobilization.

During the non-heating period in 2009, the leading group of our company led all employees to complete the maintenance and transformation of boilers and the transfer of equipment inside and outside the plant with full enthusiasm and solid work style, overcome many difficulties such as lack of funds, and reserve more than 90,000 tons of coal, laying a solid foundation for heating this winter. The commissioning of two boiler desulfurization equipment will make great contributions to the environmental protection of Fengcheng.

I. Heating tasks in 2009

1, heating time

According to the heating date determined by the municipal government, the heating period is 5 months.

2. Heating area

In 2009, the network heating area of the company was 3.2 million square meters, and the actual supply area was 2.22 million square meters. At the same time, the steam production of four industrial enterprises was ensured.

3. The specific tasks are as follows

(1) Do a good job in the production and operation of four boilers and two generator sets in the factory to ensure the heating in the direct supply area and the steam demand of the manufacturer.

(2) Do a good job in the heating operation of central heating station, southeast central heating center, three residential heating stations and 18 heat exchange station, adjust the heat balance of heating, and ensure that the average heating temperature of 2.22 million square meters heating building reaches the standard.

(3) Establish Hyde heating brand, provide warm and thoughtful service, listen to users' opinions with an open mind and sincerity, timely handle heating system failures and user repair reports, help users solve problems, and ensure safe, continuous, stable and up-to-standard heating.

4. Annual heating target in 2009

The overall goal of the company's heating work in 2009 is: stable heating, temperature reaching the standard, safe production, high-quality service, saving and increasing efficiency. Specifically:

(1) Ensure the heating quality and stabilize the heating. The heating return water temperature is above 98%, the timely maintenance rate is 100%, the heating compliance rate and user satisfaction rate are above 98%, and the indoor temperature of users reaches the standard.

(2) Do a good job in production safety. Carry out accident prediction and anti-accident drills to improve the technical level of employees and ensure that no accidents occur.

(3) Excellent service and establishment of Hyde brand. Reception users, civilized language, elegant manners, civilized construction, polite to others.

(4) Earnestly carry out economic operation management. Save every drop of water, every kilowatt hour and every grain of coal, strengthen the awareness of energy conservation and emission reduction, and make contributions to the environmental pollution control in fengcheng city.

(5) Do a good job in the collection of heating fees and strive for the support of the government and functional departments. We will intensify efforts to crack down on stealing heat, releasing hot water, and pulling it around without permission, promptly investigate and deal with stealing heat that destroys heating facilities, and maintain normal heating order.

Second, the heating work mobilization

In this year's heating work, managers at all levels in all departments, workshops and heating stations of the company must adhere to the post responsibility system of assigning responsibilities, implementing responsibilities and investigating responsibilities, and do their own jobs well. All employees should carry forward the work spirit of love and dedication, have high standards and strict requirements, and build a company team that is United, cohesive, effective, executive, able to overcome any difficulties and brave in dedication, so as to provide a strong organizational guarantee for completing the company's heating task in 2009. In order to ensure the completion of the heating work this winter, the company put forward specific requirements:

(1) Strengthen safety management to ensure safety and zero accidents throughout the year.

Strengthen the work of fire prevention and theft prevention, and regularly test the fire control system, alarm system and monitoring system through the combination of technical defense and timely patrol to ensure that the company's property will not be lost. Strengthen vehicle safety management, maintain vehicles regularly and deal with vehicle defects in time; Obey traffic rules, stop drunk driving and drive safely.

Heating departments and subordinate heating stations and other window units should firmly establish the idea of serving heat users, implement the heating service publicity and service commitment system, and announce the telephone number of each heating station for repair; Maintenance personnel are on duty 24 hours a day, handle the user's repair report in time, and cooperate with the report to do minor repairs. It only takes 8 hours for medium repair and 24 hours for overhaul. Supervisors and maintenance personnel wear service cards to serve and maintain users. Treat users with warm, sincere and civilized language, elegant manners and courtesy, listen to users' opinions with an open mind, patiently answer questions raised by enthusiastic users, patiently explain the reasons for problems that cannot be solved immediately, and gain users' understanding and support. When it comes to user maintenance, we should pay attention to maintaining user property and reducing user losses. After the work is completed, clean up the site to achieve user satisfaction. Law-abiding, honest, civilized construction, no selfish interests, no matchmaking, no eating, taking, getting stuck, refusing to thank you, refusing to eat and drink, etc.

Heating supervision should be civilized supervision, publicly report hot phone theft, severely crack down on hot theft, privately open heating valves, discharge hot water, destroy heating equipment, and privately connect. Once investigated and dealt with, it should be dealt with severely, and the informants who investigate and deal with stealing heat should be rewarded.

(3) Pay attention to economic benefits, strengthen management, stabilize production, save energy and reduce consumption.

The production department, maintenance department and heating department strengthen management to ensure the stable operation of production. It is necessary to carry forward the spirit of not being afraid of difficulties and being able to fight hard, love their jobs and be loyal to their duties, and do a good job in regular inspection, debugging and maintenance of operating equipment to ensure the healthy and stable operation of equipment and the production of steam in the fourth plant; Do a good job of maintenance on duty, report the maintenance situation of the operation workshop on call, promptly and accurately eliminate equipment failures and ensure the maintenance quality.

1, the production department should correctly handle the relationship between power generation and heating. When the temperature is low, it is necessary to generate electricity and keep heating; On the premise of ensuring heating steam, strive for more power generation, realize economic operation and create more benefits. The shift supervisor should carry out the production instructions issued by the company to the letter, pay special attention to the management of safe production, economic operation, labor discipline and civilized production, and ensure safe production and economic operation on duty.

2, the maintenance department should conscientiously implement the maintenance process standards, to ensure the quality of maintenance. Do a good job in compulsory courses, improve the health level of equipment, and reduce the frequency of equipment inspection. Repair the old and make use of the waste to reduce the maintenance cost. More than 92% of equipment defects should be eliminated in the machine maintenance, electrical and thermal workshops, with the inspection rate of equipment being 100% and the timely maintenance rate of equipment being 100%.

3, the heating department to do a good job of heat balance adjustment of heating pipe network. Strictly implement the heating curve specified by the company to ensure that the average heating temperature in the heating area reaches the standard specified by the government. Strengthen equipment maintenance and patrol inspection of operating pipe network, and control the water loss rate below 3%. Adjust the heating operation mode according to the weather change, do a good job in the energy consumption assessment of residential heating stations, save coal and electricity, and improve efficiency.

(four) logistics for the first-line service, to ensure timely and effective.

The administrative department should always go deep into the front line to serve the grassroots, solve the production and living difficulties in the front line, strengthen the management of employees' shift dormitories, canteens, baths, water rooms and environmental sanitation, and let employees eat hot meals, drink hot water, take hot baths and work in a pleasant environment. The financial supervision department should ensure that the funds needed for production are in place in time, supervise and guide all departments, workshops and heating stations to establish complete statistical accounts, organize financial accounting and economic analysis activities, and provide decision-making basis for leaders with accurate data. The supply department shall timely coordinate the scheduling of coal for production, and timely purchase materials, oil and equipment parts needed for production to ensure the production needs.

(5) Strengthen the management of the workforce and build a high-quality workforce.

In order to promote the knowledge, specialization and rejuvenation of the company's employees and the development of the company's business, various workshops and heating stations have improved their professional quality and technical ability through various forms of learning and training, such as job rotation, simulated operation, accident prediction and anti-accident drills. All departments, workshops and heating stations should also closely combine on-the-job technical training with practical work, and take improving the comprehensive quality of all staff as a regular work, which runs through the whole process of heating operation and the whole process of annual work. Through on-the-job training, on-the-job technical exchange and on-the-job skill competition, the on-the-job technical quality of all employees will be greatly improved to adapt to the development pace of the group and the company.
