On the role of administration according to law in building a harmonious society

It is of great significance for strengthening the team building and building a harmonious society to carry out the police administration according to law and do a good job in popularizing the law. Over the past year, I have led a group of people from the Traffic Patrol Detachment to earnestly perform their duties entrusted by the Constitution and laws, taking the management of road traffic according to law as an important task, and paying attention to the management of law popularization, so as to promote law popularization through governance. Under the leadership of the Municipal Party Committee, the Municipal Government and the Municipal Bureau, I have closely focused on the work of the Party Committee and the government center, adhered to the combination of law popularization and governance in accordance with the requirements of the Fourth Five-Year Plan, constantly innovated the work form, and unremittingly strengthened the legal construction of the police. At the same time, vigorously carry out comprehensive management of social security, and fully promote publicity activities such as laws entering schools and communities. The fourth five-year plan has achieved the expected results.

First, strengthen leadership and careful planning to ensure the smooth implementation of the law popularization work.

Over the past year, our detachment has conscientiously implemented the spirit of the municipal party Committee and the municipal government's plan of popularizing law and administering according to law, and has always regarded legal publicity and education and governance according to law as a political task and included it in the detachment's important agenda. At the beginning of the year, legal publicity and education have been included in the work arrangement, and the supervision and inspection mechanism has been strictly improved, ensuring that the "Fourth Five-Year Plan" law popularization work is carried out in a planned, targeted and step-by-step manner and unremittingly. In order to ensure the implementation of the "Fourth Five-Year Plan", our detachment set up a leading group with the detachment leader as the leader and other team members as the deputy heads, formulated the "Fourth Five-Year Plan" and made good mobilization work. The work of popularizing law is personally carried out by teachers, and the office, propaganda department and legislative affairs office organize and implement it; Formulated the "Opinions on the Implementation of Administration according to Law" and the annual work plan, and strictly implemented them to ensure the quality and quantity of law popularization. At the same time, the "Fourth Five-Year Plan" funds will be included in the financial budget of the unit to ensure the smooth development of the work.

Second, leaders should take the lead and mobilize the whole team to make a good start for the Fourth Five-Year Plan.

Since the launch of the Fourth Five-Year Plan, the leading group has held many meetings to study the education work of the Fourth Five-Year Plan. Taking doing a good job in publicity and education and creating a good atmosphere as a breakthrough, it has vigorously publicized the purpose and significance of the Fourth Five-Year Plan, defined the tasks, methods, steps and contents, and made good preparations for publicity and public opinion for the comprehensive development of the Fourth Five-Year Plan. On this basis, our detachment also strives to create a good atmosphere by carrying out legal education activities. In the process of popularizing the law during the Fourth Five-Year Plan, the leading group of the detachment took the lead in setting an example, earnestly studied the contents of the Fourth Five-Year Plan, successively studied the Constitution, the administrative licensing law, the road traffic safety law and other laws and regulations, and organized special discussions, which further enhanced the sense of responsibility and mission of the leading cadres of the detachment to do a good job in road traffic management according to law and created a good start for promoting the work of popularizing the law during the Fourth Five-Year Plan. At the same time, our detachment vigorously carries out legal publicity and education, actively purchases legal education materials such as Cadre's Legal Knowledge Reader and People's Republic of China (PRC) Administrative Licensing Law, and regularly organizes police study and training by making use of police theoretical business study and party member's organizational life time. Accumulated legal training for more than 2 times throughout the year, and all police officers study law for not less than 40 hours every year, with a participation rate of 100%. Seriously organize all police officers in the detachment to participate in the relevant legal theoretical knowledge training and law popularization examination of the Municipal Bureau, with a reference rate of 100% and a qualified rate of 100%.

Three, improve the system, improve the work, and promote the gradual improvement of the legal level of the traffic patrol detachment.

Through the "Fourth Five-Year Plan", our detachment's awareness of "managing road traffic management according to law" has been further enhanced, which has effectively promoted the democratic management and legal management of traffic patrol officers. In 2004, our detachment revised the original system, re-formulated a number of new systems, and compiled the Compilation of Classified Management System of Public Security Traffic Patrol Police Detachment in Jiaozuo City. In this year's advanced education activities, various systems have been further improved through rectification and improvement. We have established and improved the learning methods, use system, police training system, examination and assessment system, open government affairs system and working procedure system, strengthened the supervision and inspection mechanism, and promoted the management of traffic patrol officers according to law and the improvement of democratic construction.

Fourth, give full play to the advantages of comprehensive management and actively carry out legal publicity and education activities on new laws such as the administrative licensing law and the road traffic safety law.

In order to closely cooperate with the implementation of the new laws such as the Administrative Licensing Law and the Road Traffic Safety Law, the publicity of relevant laws was carried out to create momentum for the implementation of the new laws. Our detachment carried out publicity activities on administrative licensing law and road traffic safety law in the whole city, adopted various effective forms to increase publicity, hung more than 40 slogans, purchased 5,600 Yu Ben books, produced more than 40 pages of publicity pages on administrative licensing law and road traffic safety law, and set up legal information desk in Dongfanghong Square for many times to publicize administrative licensing law and road traffic safety law. Make full use of all kinds of public opinion propaganda tools and news media, such as the window of traffic patrol in the city TV station and the column of "Traffic patrol face to face" in Jiaozuo Daily, to publicize the implementation of "People's Republic of China (PRC) Administrative Licensing Law" and "Road Traffic Safety Law" by our detachment.

Five, innovative forms of law popularization, promote the development of law popularization.

(a) phased training, police learning methods institutionalized, standardized, positional. In order to continue to do this work well, so that the legal publicity and education work of our detachment can be carried out continuously and effectively, and the legal quality and administrative level of the police can be improved, our detachment has separately formulated a work plan for the legal publicity and education training of the police, and made a comprehensive deployment of the legal knowledge training of the police in this unit, and conducted training in stages and batches, so that the police gradually moved towards institutionalization, standardization and orientation.

(two) to strengthen publicity and education, and create a public opinion environment to comprehensively promote administration according to law. We should closely combine the promotion of administration according to law with the education and rectification of "strictly administering the police and enforcing the law for the people" and post training activities, and promote administration according to law through education and study. At the same time, the publicity was intensified, and the "Publicity Plan for Law Enforcement Inspection Activities of Jiaozuo Public Security Traffic Patrol System" was issued, which intensified the publicity, expanded the social impact of administration according to law, and promoted the development of administration according to law in our region. According to the requirements of the Municipal Bureau, our detachment made full use of newspapers, magazines, internet, slogans, blackboard newspapers and other propaganda media to vigorously publicize the purpose and significance of administration according to law and administrative licensing, and created a strong public opinion atmosphere.

(three) all business departments actively participate in the popularization of law, which extends and penetrates to a deeper and broader level. While strengthening their own legal system construction, the vehicle management office, accident department, legal affairs office and other business departments of the detachment actively participated in the popularization of law to the whole society under the leadership of the detachment, which promoted the development of the popularization of law in our detachment to a wider and deeper level. First, in the form of consultation activities, publicity, lectures, performances, etc., the publicity of professional laws and regulations such as the Road Traffic Safety Law, the Regulations on Motor Vehicle Registration, and the Provisions on Traffic Accident Handling Procedures was widely carried out. Second, through newspapers, television and other modern propaganda media, the knowledge of laws and regulations is popularized to the general public in an easy-to-understand way, and the laws are sent to thousands of households. The active participation of various business departments has intensified the work of popularizing the law, which is everywhere and ever-present.

Intransitive verbs strengthen supervision and strive to realize "four innovations"

In recent years, our detachment has made some achievements in strengthening the supervision mechanism, promoting administration according to law and fair law enforcement, and promoting the process of administration according to law. In the future, we will continue to conscientiously sum up experience, adhere to the guidance of the 16th National Congress of the Communist Party of China and the Fourth Plenary Session of the 16th Central Committee, face the new situation and new tasks of social change, system transition and building a harmonious society in an all-round way, conscientiously perform the functions and powers entrusted by the Constitution and laws, blaze new trails, and promote the in-depth development of administration according to law.

First, there must be new measures in law enforcement supervision. On the one hand, we should strengthen and improve supervision, correctly handle the relationship between supervision and support, and pay attention to the unity of legal, social and economic effects of supervision. On the other hand, it is necessary to adhere to and improve effective methods such as pre-job assessment, on-job commitment, and off-job evaluation, improve the supervision and restraint mechanism of the whole process of law enforcement police on duty, and enhance the effectiveness of supervision.

Second, we should have new ideas to carry out investigation and research. It is necessary to persist in the awareness of investigation and research to serve the scientific decision-making at higher levels, go deep into grassroots brigades, grassroots police and the masses, seriously understand the people's feelings, fully reflect the people's feelings, and concentrate the people's wisdom wholeheartedly, so that the investigation report is detailed and accurate, with extensive mass, pertinence and operability. Through investigation, some objective problems in the construction of democracy and legal system in our detachment have been solved, and the construction of political civilization has been promoted.

Third, we must make new progress in our own construction. It is necessary to further strengthen political study, constantly improve political quality, and enhance the professionalism and sense of responsibility of legal work. It is necessary to further enrich the legal work force of our detachment. It is necessary to further strengthen business study, constantly improve business level, be realistic and pragmatic, and constantly create a new situation in the legal work of our detachment.

Fourth, we must strive to create a new situation in the construction of the rule of law. In the process of promoting administration according to law, we should pay attention to improving and perfecting the inspection methods, supervise administration according to law in depth and breadth, and strictly manage the police, so as to promote the work of our detachment to the track of rule of law.

Through five years of popularization of law, our detachment has earnestly organized legal publicity and education and governed by law, solidly promoted administration according to law and fair law enforcement, effectively promoted the in-depth implementation of the "Fourth Five-Year Plan" and created a good rule of law atmosphere for promoting the process of administration according to law and building a peaceful and harmonious society.
