The criteria for dividing several cities are as follows:

1, first-tier cities.

Generally speaking, Beijing, Shanghai, Guangzhou, Shenzhen and first-tier cities are metropolises that play an important role in national politics, economy and other social activities and have the leading role and radiation-driven ability, which are mainly reflected in urban development level, comprehensive economic strength, radiation-driven ability and attraction to talents.

2. Second-tier cities.

Most of them are provincial capitals, coastal open cities and economically developed prefecture-level cities in the central and eastern regions, mainly including Hangzhou, Nanjing, Jinan, Chongqing, Qingdao, Dalian, Ningbo, Xiamen, Chengdu, Wuhan, Harbin, Shenyang, Xi, Changchun, Changsha, Fuzhou, Nanchang, Hefei, Shijiazhuang, Zhengzhou, Suzhou, Foshan, Dongguan, Wuxi and Yantai.

3. Third-tier cities.

Refers to small and medium-sized cities with strategic significance or relatively developed economic aggregate. Third-tier cities can be comprehensively divided according to administrative level, city size, population, economic development level and GDP.

In addition to the provincial capital cities, the relatively well-developed cities in most provinces are third-tier cities, such as Jingzhou, Tangshan, Xuzhou, Wenzhou, Zhuhai, Puning, Shantou, Jiaxing, Jinhua, Baoding, Luoyang, Baoji, Jiujiang and Mianyang, while the capitals of some western provinces, such as Xining, Yinchuan and Lanzhou, are also third-tier cities.

4. Fourth-tier cities.

Mainly prefecture-level cities in the central region, including county-level cities in economically developed areas in some eastern provinces, and county-level cities in the west, such as Yibin, Fuyang, Shaoguan, Jingmen, Lishui, Loudi and Leshan.

5. Fifth-tier cities.

Most of them are prefecture-level cities and county-level cities in the central and western regions, with poor economic foundation and inconvenient transportation. The number of large-scale enterprises is limited, and the agricultural population in the jurisdiction still accounts for the majority, and the direction of industrialization is still being explored.
