What's the difference between step and stair when they represent stairs?

Step is more inclined to "steps of stairs", which is usually translated as "steps and steps"

Stairs are formal representations of stairs, but they can also represent stairs, steps and stairs.

Personally, I think step represents only a part of the stairs, while stair represents the whole stairs, which means the whole stairs.
