Under Bihua's direct guidance, the petition was launched. The judge contacted the street, electricity, fire and other departments to carefully analyze the cause of the fire for Wo Gensheng, and assisted the Wo family to repair the attic. On December 15, 2016, when he heard the news of Zou Bihua's death, the couple rushed back to Shanghai from other places overnight, but still failed to catch up with the memorial service. I remember that I met him one time not long after he started working in Changning Court. He enthusiastically introduced to me the management concepts and information construction ideas of grassroots courts. I was very surprised at that time, how could he have such a thorough understanding of the situation at the grassroots level, having worked in the High Court for a long time. I later learned that as soon as he took office, he reviewed more than 100 cases of suspension of execution and a large number of letters from the public, worked overtime to analyze and study, and whenever he was free during the day, he would go to the case filing hall to watch the judge's reception, and go to the court to observe the trial of the case. It was this kind of targeted inquiry that allowed him to grasp the key to the problem at once.

In 2013, in accordance with the unified deployment of the central government, Shanghai launched a pilot program of judicial reform. In the face of difficulties, Bihua has always maintained strong vitality. He led the Office of Divisional Reform to convene more than 30 symposiums across the city, sorted out more than 100 key issues in 5 major categories, and studied court management and judges’ career security systems in more than 10 countries and regions. After more than 180 days and nights, and 34 drafts, the "Shanghai Court Judicial Reform Plan" was finally researched and formulated. I remember once holding a judicial reform training meeting, he produced more than 200 pages of PPT in one night, in order to persuade more people to support and understand the judicial reform plan at the meeting.

It is with such a "selfless" spirit that he pursues his dream of the rule of law. On December 9 last year, the day before Bihua passed away, I met him in the elevator. He said to me: "I feel very tired recently!" He was a person who never said he was tired. Like many of my colleagues, I , are all super fans of Dean Zou. The four years that Zou Bihua spent in Changning Court were, for us, four years of regaining our dreams and rekindling our passion.

The first time I had close contact with Zou Bihua was at a symposium. That was in 2009, when he held a career planning symposium for young police officers. At the meeting, he seemed to have insight into our hearts and talked to us about the "seven-year itch in our career."

I had already worked in the court for 15 years. Although my case handling performance had always been good, I was like a workshop operator, handling cases based on experience and feeling. The ideal has long since become the flower in the mirror and the moon in the water.

That day, I was the first to speak, and I spoke truthfully from my heart. Zou Bihua appreciated my straightforwardness. He said that young people will encounter such problems. The key is whether we can stick to our dreams. Sometimes, it's not that opportunities haven't favored you, but that you yourself have lost your way.

His words hit me in the heart, and I felt like I had been shot. From that day on, I and many colleagues like me seemed to have the desire to drink again.

Zou Bihua also seems to have noticed the changes in our emotions. Whenever he has the opportunity, he will discuss the case with us, exchange experiences, and teach us meticulous working methods. He often reminds us: "A judge should not be a cold legal application machine, but a judicial officer full of humanistic character. He has many methods and is good at improving working mechanisms. This is the impression that many people in Changning Court have of Zou Bihua. After arriving at Changning Court, he found that many parties were not properly received when they came to the court, so emotional incidents continued to occur, and finally the conflicts intensified and they formed a confrontation with the court.

So, he launched "65 Examples of Mass Reception Scenes". These 65 cases include all aspects of the procedures such as case filing, trial, execution, petition, etc. Each of them lists the correct approach and explains the reasons. It is like a mirror, allowing each of us to review our own words and deeds, and also gives us a bit more confidence and calmness when receiving the masses.

In 2011, I became the deputy chief judge of the First Civil Tribunal through Jinggang, and was in charge of the litigation and mediation center. During that time, some parties and lawyers complained that pre-litigation mediation was inefficient and a waste of time. Zou Bihua asked me, are they really unwilling to cooperate with the mediation work? Have we done a good job of explaining it? He asked us to use SMS service to solve the problem.

So, after the case was filed, we sent two text messages. One informs the mediator of his name and promises that the mediator will proactively contact you within two working days; the other introduces the litigation and mediation docking center and the mediator, and attaches the slogan "We are dedicated to creating a better life for you."

Not long after, a lawyer wrote a letter of praise. He said with emotion that this was the first time he received a text message service from the court. He was touched that the court respected the lawyer so much and that the case was mediated in such a professional manner.

This letter of commendation makes me deeply feel that Zou Bihua is right. As long as a person or a team loves their profession and works hard, many problems will be solved.

In 2010, under his initiative, Changning Court formed a "small teaching team" and opened a judge forum, and many judges took to the podium. With his encouragement and help, other teachers and I grew in practice.

Nowadays, Xie Shoushan from the Executive Bureau lectures on psychology, Qian Xiaofeng from the Juvenile Court lectures on juvenile trials, and I lecture on Zou Bihua’s "Nine-Step Mediation Method". While each of us spreads the dream of the rule of law, we also reap the joy of being a preacher.

This made Zou Bihua very emotional. He believes that although lawyers and judges have different divisions of responsibilities, as members of the legal profession, they have the same goal of resolving social conflicts, maintaining legal dignity, and pursuing fairness and justice. Based on this, he personally drafted and led the launch of the "Ten Opinions on Judges Respecting Lawyers." Zou Bihua is like the "product manager of the court", carefully polishing every function of the lawyer service platform. In the preliminary research, he sent staff to collect 200,000 cases involving lawyers throughout Shanghai. After careful calculation, they found that if in each case, lawyers reduced the number of trips to the court through online review, This will save 600,000 working hours and 100,000 vehicle trips. In order to help lawyers identify malicious litigation, the service platform has specially set up an "automatic push function for related cases" to create a list of cases involving the same party in the Shanghai court system and push it to lawyers. Today, nearly 17,000 lawyers from 1,325 law firms in Shanghai have become beneficiaries of this service platform.

Through use, lawyers were pleasantly surprised to find that the platform provided a "one-stop" service from submitting case materials, paying litigation fees to obtaining case numbers, realizing online case filing in the true sense. In order to ensure that various procedures are carried out in a visual manner, the platform has also specially set up an online evaluation function, so that judges and lawyers can conduct two-way evaluation to achieve mutual supervision.
