I later learned that as soon as he took office, he reviewed more than 100 cases of suspension of execution and a large number of letters from the public, worked overtime to analyze and study, and whenever he was free during the day, he would go to the case filing hall to watch the judge's reception, and go to the court to observe the trial of the case. It was this kind of targeted inquiry that allowed him to grasp the key to the problem at once.

In 2013, in accordance with the unified deployment of the central government, Shanghai launched a pilot program of judicial reform. In the face of difficulties, Bihua has always maintained strong vitality. He led the Office of Divisional Reform to convene more than 30 symposiums across the city, sorted out more than 100 key issues in 5 major categories, and studied court management and judges’ career security systems in more than 10 countries and regions. After more than 180 days and nights, and 34 drafts, the "Shanghai Court Judicial Reform Plan" was finally researched and formulated. The first time I had close contact with Zou Bihua was at a symposium. That was in 2009, when he held a career planning symposium for young police officers. At the meeting, he seemed to have insight into our hearts and talked to us about the "seven-year itch in our career."

I had already worked in the court for 15 years. Although my case handling performance had always been good, I was like a workshop operator, handling cases based on experience and feeling. The ideal has long since become the flower in the mirror and the moon in the water.

That day, I was the first to speak, and I spoke truthfully from my heart. Zou Bihua appreciated my straightforwardness. He said that young people will encounter such problems. The key is whether we can stick to our dreams. Sometimes, it's not that opportunities haven't favored you, but that you yourself have lost your way.

His words hit me in the heart, and I felt like I had been shot. From that day on, I and many colleagues like me seemed to have the desire to drink again.

In 2011, I became the deputy chief judge of the First Civil Tribunal through Jinggang, and was in charge of the litigation and mediation center. Zou Bihua asked me, are they really unwilling to cooperate with the mediation work? Have we done a good job of explaining it? He asked us to use SMS service to solve the problem.
