Chapter 1 General Provisions Article 1 is to strengthen the protection and utilization of the Benxi Lake Industrial Heritage Group, better preserve history, inherit civilization, conduct patriotism education, display advanced modern coal and iron mining technology, and promote Economic construction and tourism development, these regulations are formulated in accordance with the "Cultural Relics Protection Law of the People's Republic of China" and the "Implementation Regulations of the Cultural Relics Protection Law of the People's Republic of China" and other laws and regulations. Article 2 These regulations shall apply to the protection, management, and utilization activities of the Benxi Lake Industrial Heritage Group and other industrial heritage related to the Benxi Lake Industrial Heritage Group within the administrative region of this city. Article 3 The Benxi Lake industrial heritage group referred to in these regulations refers to the industrial heritage distributed within the Xihu District with the national key cultural relics protection units as the core.

Benxi Lake industrial heritage includes tangible industrial heritage and intangible industrial heritage. Material industrial heritage mainly refers to transportation infrastructure such as factories, mines, warehouses, office buildings, bridges and roads, as well as related living facilities and production tools, machinery and equipment, products, office supplies, books and archives, trademarks and badges, and literature manuscripts , audio and video materials, etc.; intangible industrial heritage mainly refers to production process, raw material formula, management system, corporate culture, etc. Article 4 The Municipal People's Government shall strengthen its leadership over the protection and utilization of the Benxi Lake Industrial Heritage Group, establish a leadership organization, establish a joint meeting system and an expert committee, and coordinate and resolve major matters and problems. Article 5: The Municipal Culture and Tourism Department is the protection and management agency for the Benxi Lake Industrial Heritage Group and is responsible for the census and identification of the Benxi Lake Industrial Heritage Group, the formulation and implementation of protection and utilization plans, the organization of scientific research and external publicity, and other cultural relics protection functions. Article 6 The people's government of the district where the Benxi Lake Industrial Heritage Group is located shall do a good job in the protection and utilization of the Benxi Lake Industrial Heritage Group in accordance with the principle of territorial jurisdiction.

The municipal development and reform, natural resources, and ecological protection departments should cooperate with the cultural relic protection, planning and construction, and ecological protection of the Benxi Lake Industrial Heritage Group.

The municipal housing construction, industry and information technology, finance, public security, forestry and grassland, transportation, water affairs, science and technology and other departments perform relevant responsibilities according to their respective functions. Article 7 The protection and utilization of the Benxi Lake Industrial Heritage Group should adhere to the principles of respecting history, maintaining the original appearance, scientific planning, and rational utilization. Article 8 The owners and users of the Benxi Lake Industrial Heritage Group shall be the main body responsible for the protection of the Benxi Lake Industrial Heritage Group, assume daily maintenance and management responsibilities, and accept and cooperate with the coordination, guidance and supervision of the Benxi Lake Industrial Heritage Group protection and management agency. Article 9 The Municipal People's Government and the people's government of the district where the Benxi Lake Industrial Heritage Group is located shall include the protection, utilization and daily management funds of the Benxi Lake Industrial Heritage Group in the fiscal budgets at the same level respectively; their management agencies shall actively strive for national and provincial special funds. and raise funds through multiple channels.

Appropriations, business income, and donated and sponsored property used for protection, utilization and management shall be managed in accordance with the law and used exclusively for special purposes. No unit or individual may embezzle or misappropriate them. Article 10: Social capital is encouraged to participate in the protection and utilization projects of the Benxi Lake Industrial Heritage Group, and the proceeds should be used for cultural relic protection first. Specific measures shall be determined by the Municipal People's Government. Article 11 People's governments at all levels and their relevant departments shall strengthen the publicity and education of the Benxi Lake Industrial Heritage Group and enhance citizens' awareness of protection.

Any organization or individual has the obligation to protect the Benxi Lake Industrial Heritage Group and the right to discourage, stop, and report acts that damage the Benxi Lake Industrial Heritage Group.

Encourage and support cultural relics protection volunteers, relevant research societies and other groups to participate in Benxi Lake Industrial Heritage Group cultural relics protection, academic research and other related activities;

People's governments at all levels are responsible for the protection of Benxi The Lake Industrial Heritage Group and units and individuals that have made outstanding achievements in related scientific research, cultural and historical creation, data compilation, photography and preservation and other activities should be commended. Chapter 2 Protection and Management Article 12 The municipal people's government shall formulate a protection plan for the Benxi Lake Industrial Heritage Group in conjunction with the city's overall plan, and incorporate it into the land utilization space plan and the overall tourism plan. Article 13: Carry out regular surveys of the Benxi Lake Industrial Heritage Group and its related industrial heritage. The municipal cultural and tourism administrative department is responsible for formulating census methods and organizing their implementation.

The census results shall be notified to the owners and users, and a protection list shall be proposed, which shall be announced to the public upon approval by the Municipal People's Government. Article 14 The Benxi Lake Industrial Heritage Group is divided into key protection objects and general protection objects.

The Benxi Lake Industrial Heritage Group itself and related facilities, equipment and buildings of the same period are the key protection targets.

In addition to the key protection objects within the factory and mining enterprise area where the Benxi Lake Industrial Heritage Group is located, other industrial heritage related to it are general protection objects.

The Benxi Lake Industrial Heritage Group protection and management agency shall identify the protection objects and set up protection signs and introductions in accordance with relevant regulations. For key protected objects, the protection scope and construction control zone should be delineated, and boundary stakes should be set up.

General protection objects are not allowed to be demolished without authorization. If they really need to be demolished due to special circumstances, the Benxi Lake Industrial Heritage Group Protection and Management Agency will organize an expert committee to conduct demonstrations and obtain approval from the Municipal People's Government. Article 15 The repair and transformation projects of key protected objects of Benxi Lake Industrial Heritage Group shall not only comply with the relevant requirements of construction projects, but also comply with the national cultural relics protection project specifications. Renovation and renovation projects for general protection objects should follow the principle of maintaining the appearance and style, and the Benxi Lake Industrial Heritage Group Protection and Management Agency should provide guidance during renovation and renovation.
