Article 7 The people's government of cities at or above the county level shall organize municipal engineering, urban planning, public security and transportation and other departments , prepare an urban road development plan based on the urban master plan.

The municipal engineering administrative department shall formulate an annual urban road construction plan based on the urban road development plan, and implement it after approval by the urban people's government. Article 8 Urban road construction funds can be raised through various channels such as government investment, fund-raising, domestic and foreign loans, revenue from paid use of state-owned land, and issuance of bonds in accordance with relevant national regulations. Article 9 The construction of urban roads shall comply with urban road technical specifications. Article 10 If the government invests in the construction of urban roads, the construction shall be organized by the municipal engineering administrative department in accordance with the urban road development plan and annual construction plan.

Any unit that invests in the construction of urban roads must comply with the urban road development plan.

Road construction in urban residential communities and development zones shall be included in the supporting construction of the development and construction plans of residential communities and development zones respectively.
