According to the Regulations on Pharmaceutical Affairs Management of Medical Institutions, medical institutions should establish a monitoring and reporting system for adverse drug reactions, medication errors and drug damage incidents. After discovering adverse drug reactions, medication errors and drug damage events, the clinical departments of medical institutions should actively treat patients, report to the pharmaceutical department immediately, and make observations and records. Medical institutions shall, in accordance with the relevant provisions of the state, immediately report adverse drug reactions, medication errors and drug damage incidents to the local county-level health administrative department.

Drugs for clinical use in medical institutions are purchased and supplied by the pharmaceutical department. With the approval of the Pharmaceutical Administration and Drug Treatment Committee (Group), the Department of Nuclear Medicine can purchase, use and adjust the radioactive drugs needed by the specialty. Other departments or departments shall not engage in drug procurement and dispensing activities, and shall not use drugs purchased and supplied by non-pharmaceutical departments in clinical practice.

Medical institutions shall formulate and implement a drug storage system, and regularly maintain and check the quality of drugs in stock. The storage conditions and management of the drug storehouse shall conform to the relevant provisions of the quality management norms for drug procurement and supply.

Drug clinical application management is to supervise and manage the whole process of clinical diagnosis, prevention and treatment of diseases in medical institutions. Medical institutions should follow the principle of safe, effective and economical rational drug use and respect patients' right to know and privacy.

Medical institutions shall, in accordance with the relevant national rules and regulations, the Guiding Principles for Clinical Application of Antibacterials and the Guiding Principles for Clinical Application of Chinese Patent Medicines, formulate measures for the management of clinical application of essential drugs in their own institutions, and establish and implement a graded management system for clinical application of antibacterial drugs.

The Pharmacy Department is specifically responsible for drug management, pharmaceutical professional technical services and pharmaceutical affairs management, carrying out clinical pharmacy work with patients as the center and rational drug use as the core, organizing pharmacists to participate in clinical drug treatment and providing pharmaceutical professional technical services.
