In order to further standardize the road traffic order, ensure the safety of people's lives and property and enhance the image of urban civilization, according to the Road Traffic Safety Law of the People's Republic of China, the Product Quality Law of People's Republic of China (PRC) and the Notice on Strengthening the Management of Low-speed Electric Vehicles (jointly installed by the Ministry of Industry and Information Technology [20 18]? No.227) Opinions on Strengthening the Supervision of the Implementation of National Standards for Electric Bicycles? (Establishment of national and municipal regulatory standards [20 19]? No.53), Regulations on the Registration and Management of Electric Bicycles in Hunan Province (Xiang Gong Fa [20 19] 17) and other relevant laws, regulations and documents, the relevant matters concerning the management of electric vehicles in urban areas are hereby notified as follows:

First, it is forbidden to produce and sell electric vehicles that do not meet national standards. Operators shall not mislead consumers to buy unregistered electric vehicles.

Two, it is forbidden to drive electric vehicles to engage in illegal business activities.

Three, it is forbidden to drive on the road without registration or filing. Newly purchased electric vehicles must be registered with the traffic management department of the public security organ before they can drive on the road. The existing electric vehicles that do not meet the national standards and cannot be registered shall go through the filing formalities at the designated place of the traffic management department of the public security organ before March 3, 2020. Set the transition period for the filed electric vehicles: two-wheeled electric vehicles from 20 19 12 3 1? June to March 2023? Month1; Three-wheeled and four-wheeled electric vehicles start at 20 19, 12 and 3 1 and end at 2020, 12 and 3 1. It is forbidden to drive on the road after the transition period expires.

4. Three-wheeled and four-wheeled electric vehicles that have been put on record during the transition period are prohibited from passing in the central city from 7: 00 am to10: 00 am and17: 00 am to 20: 00 pm;

Five, in violation of this notice, the relevant law enforcement departments shall be given a warning, fine, detention, revocation of business license, ordered to suspend production and business and other penalties; Those who obstruct the staff of state organs from performing their duties according to law shall be punished in accordance with the Law of People's Republic of China (PRC) on Public Security Administration Punishment, the Law of the People's Republic of China on Road Traffic Safety and other relevant provisions; Anyone suspected of committing a crime shall be transferred to judicial organs for criminal responsibility according to law.

Six, encourage the owners of three-wheeled and four-wheeled electric vehicles that have been registered for the record during the transition period to scrap the existing illegal three-wheeled and four-wheeled electric vehicles in advance, and the scrapping subsidy measures shall be formulated separately by the relevant departments. Encourage electric vehicle owners to buy insurance during the transition period.

Seven, excessive illegal electric vehicle transition period management measures shall be formulated by the public security organs in accordance with this notice.

Eight, this notice shall come into force as of the date of promulgation.
