Article 5 The food safety management of rural collective dinners adheres to the principles of food safety first, "whoever holds (undertakes) is responsible", government supervision and guidance, and risk prevention and control.
Article 6 People's governments at the county level shall be responsible for, organize and coordinate the food safety management of rural collective dinners within their respective administrative areas, establish and improve relevant working mechanisms, improve and implement the food safety responsibility system, strengthen the emergency handling of food safety emergencies of rural collective dinners, and ensure the funds needed for food safety management of rural collective dinners. Strengthen publicity and education to stop food and beverage waste, earnestly cultivate the habit of saving, create an atmosphere of shame and pride in saving, and resolutely stop the waste of collective dinners in rural areas.

Article 8 The food safety supervision department at the county level shall be responsible for training and guiding the food safety management of rural collective dinners of the township (town) people's government (street offices), organizing food safety knowledge training for professional processing service providers, and guiding the formulation of a unified food safety management system for standardizing professional processing service providers within their respective administrative areas.
County-level health departments are responsible for carrying out epidemiological investigation of public health emergencies in rural collective dinners, health treatment at the scene of accidents and publicity and training on prevention and control of infectious diseases, and strengthening food safety risk monitoring and analysis of rural collective dinners in conjunction with food safety supervision and other departments.
Article 9 Organizers and contractors are the first responsible persons for the food safety of rural collective dinners, and are responsible for the food safety of rural collective dinners organized or undertaken by them, and each bears the relevant legal responsibilities for the food safety accidents of rural collective dinners.
