Article 3 The term "rural collective dinners" as mentioned in these Measures refers to all kinds of collective dinners organized by other organizations or groups other than rural families and catering service places. Rural collective dining service is divided into the following three forms:

Article 4 Organizers of collective dinners in rural areas ("One-stop Banquet in Dam Dam", "Family Banquet Service Team" and rural mobile chefs, etc.). ) It shall obtain the registration of food vendors in accordance with the Regulations on the Administration of Small Food Workshops, Small Business Stores and Vendors in Sichuan Province.

Article 5 The food safety management of rural collective dinners adheres to the principles of food safety first, "whoever holds (undertakes) is responsible", government supervision and guidance, and risk prevention and control.

Article 6 People's governments at the county level shall be responsible for, organize and coordinate the food safety management of rural collective dinners within their respective administrative areas, establish and improve relevant working mechanisms, improve and implement the food safety responsibility system, strengthen the emergency handling of food safety emergencies of rural collective dinners, and ensure the funds needed for food safety management of rural collective dinners. Strengthen publicity and education to stop food and beverage waste, earnestly cultivate the habit of saving, create an atmosphere of shame and pride in saving, and resolutely stop the waste of collective dinners in rural areas.

Seventh township (town) people's government (street offices) is responsible for the establishment of rural collective dinner information collection and reporting mechanism; Organize publicity and training on food safety knowledge and on-site food safety technical guidance for rural collective dinners, register professional processing service providers for rural collective dinners, report and assist in handling food safety accidents in rural collective dinners in a timely manner.

The village (neighborhood) committees shall assist the township (town) people's governments (street offices) in the management of rural collective dinners.

Article 8 The food safety supervision department at the county level shall be responsible for training and guiding the food safety management of rural collective dinners of the township (town) people's government (street offices), organizing food safety knowledge training for professional processing service providers, and guiding the formulation of a unified food safety management system for standardizing professional processing service providers within their respective administrative areas.

County-level health departments are responsible for carrying out epidemiological investigation of public health emergencies in rural collective dinners, health treatment at the scene of accidents and publicity and training on prevention and control of infectious diseases, and strengthening food safety risk monitoring and analysis of rural collective dinners in conjunction with food safety supervision and other departments.

Article 9 Organizers and contractors are the first responsible persons for the food safety of rural collective dinners, and are responsible for the food safety of rural collective dinners organized or undertaken by them, and each bears the relevant legal responsibilities for the food safety accidents of rural collective dinners.

Organizers and contractors should consciously fulfill the obligation of reporting rural collective dinners, take the initiative to accept and adopt technical guidance on food safety, and take effective measures to ensure the food safety of rural collective dinners.

Tenth to encourage the establishment of rural mobile chefs association, strengthen industry management, provide technical services, carry out food safety laws and regulations publicity and training, guide and urge rural mobile chefs to carry out rural collective dinner activities in good faith according to law.

Eleventh to encourage the insurance of food safety liability insurance, give play to the heteronomy and risk sharing role of insurance.

Encourage the use of information technology to carry out rural collective dinner report management, professional processing service provider registration management and food safety knowledge training.

Chapter II Management of Professional Processing Service Providers

Twelfth rural collective dinner professional processing service providers should determine the food safety management personnel; Its employees should obtain health certificates and pass food safety knowledge training.

Thirteenth rural collective dinner professional processing service providers to implement the registration management system. The township (town) people's government (street offices) shall register the professional processing service providers engaged in rural collective dinners. Encourage the implementation of electronic registration.

Article 14 When registering a professional processing service provider for collective dinners in rural areas, it shall submit the professional processing service provider's identity certificate (photocopy), address, contact information, list of employees, physical examination certificate, food safety training and other materials (paper or electronic version), and the township (town) people's government (street office) shall register according to law, issue a food vendor registration card (paper or electronic version), and make professional processing services that meet the prescribed requirements within its jurisdiction.
