Provisions of Kunming Municipality on the Responsibility System of "Three Guarantees in Front of the Door"

Article 1 In order to strengthen the management of city appearance and environmental sanitation in this Municipality and create a clean, beautiful and civilized city environment, these Provisions are formulated in accordance with the Regulations of Kunming Municipality on the Management of City Appearance and Environmental Sanitation, the Regulations of Kunming Municipality on the Management of Patriotic Health Work and the Regulations of Kunming Municipality on Urban Greening. Article 2 All levels of state organs, institutions, social organizations, legally registered enterprises (companies), individual industrial and commercial households, private non-enterprise units, foreign units stationed in Kunming and troops stationed in Kunming (hereinafter referred to as responsible units and individuals) in the urban built-up areas of Wuhua District, Panlong District, Guandu District and Xishan District of this Municipality. Article 4 The responsibility system of "three guarantees in front of the door" is organized and coordinated by Kunming Urban Management Bureau, and implemented by Wuhua, Panlong, Guandu and Xishan District governments and their subordinate district urban management departments, neighborhood offices and community neighborhood committees, and three development (holiday) district management committees and their subordinate urban management institutions. City, district industry and commerce, health (Aiweihui), environmental protection and greening departments should do a good job in related work. (1) Four district governments

(3) Sub-district offices

Responsible for demarcating the responsibility areas of responsible units and individuals within the jurisdiction according to the "three guarantees in front of the door" standard, signing the "three guarantees in front of the door" responsibility letter with the responsible units and individuals within the jurisdiction, and registering.

Responsible for the daily inspection of the responsible units and individuals within the jurisdiction to implement the "three guarantees in front of the door" responsibility system, take the lead in organizing the departments of industry and commerce, health, public security and other departments within the jurisdiction to carry out comprehensive rectification, make and report the inspection materials and statements of the "three guarantees in front of the door" responsibility system to the district urban management department as required.

3. Regularly report to the Municipal Urban Management Bureau in written form the implementation of the "three guarantees in front of the door" responsibility system within its jurisdiction.

4 units and individuals responsible for failing to perform the obligation of "three guarantees in front of the door" or violating the provisions of the "three guarantees in front of the door" responsibility system.

(10) Municipal Urban Management Bureau
