The official website, the State Sports General Administration, published the guidance jointly issued by the State Sports General Administration and the National Development and Reform Commission, proposing that by 2025, social football stadiums will be fully opened, and a long-term operation and management mechanism with complete system, clear rights and responsibilities, diversified subjects and efficient use will be initially formed. The key point is to give priority to social football venues to carry out football activities, and it is strictly forbidden for any unit or individual to change the function of social football venues subsidized by government investment without authorization.

Social football venues should be actively open to the society. Social football venues invested and subsidized by the government should be open to the public free of charge or at low fees throughout the year. Social football venues invested by the government should be open to students, grassroots football associations, community football clubs, youth sports clubs and other groups or institutions. Open social football stadiums invested and built by social forces free of charge or at low cost through the way of government purchasing services. Institutions, enterprises and institutions and other internal social football venues should actively create conditions to open to the society.

Guaranteed business hours. Social football venues invested and subsidized by the government should be open to the public all year round, and the opening time is generally not less than 35 hours per week and not less than 330 days per year. The opening hours should be staggered with the working and learning hours of the local public. During national holidays, national fitness day and school winter and summer vacations, the opening time shall not be less than 8 hours every day. Due to climatic conditions, lawn maintenance, training competitions and other reasons, it is impossible to meet the opening time requirements.

Local sports departments can make their own opening time requirements according to the specific circumstances, and announce them to the public. The management institution shall announce its service contents, opening hours, charging standards, safety matters, contact numbers, contacts and other information to the public, and report to the sports department for the record. If it is really necessary to temporarily stop opening up, it shall be announced to the public 7 days in advance; If it is really necessary to temporarily adjust the opening hours, it shall be announced to the public in advance.

Ensure the use of functions. Social football venues should give priority to the development of football activities, giving priority to the use of grassroots football associations and community football clubs. It is strictly forbidden for any unit or individual to change the function and land use nature of social football venues invested and subsidized by the government without authorization. Temporary social football venues shall not be occupied or used for other purposes during use. Due to urban infrastructure construction or other special reasons, it is necessary to temporarily occupy the land of social football venues or change the functions of football venues, and shall go through the formalities with relevant functional departments in accordance with relevant regulations, and give priority to the reconstruction of other surrounding venues.

Enrich activities. Encourage all localities to hold live competitions, guide various forces to participate in the competitions, form football teams of government agencies, enterprises and institutions and community football clubs in various forms, rely on established social football venues, extensively carry out football matches, expand mass participation, actively cultivate mass football awareness, increase the number of people who regularly participate in football exercises, and expand football-related consumption. Event organizers should strictly implement the safety management requirements such as epidemic prevention and control, and formulate relevant plans.
