Article 3 The term "motor vehicle parking facilities" as mentioned in these Regulations refers to public parking lots, special parking lots, temporary parking spaces on roads and other places and related supporting facilities for parking motor vehicles.

Public parking lots refer to places and facilities that are constructed in accordance with planning or independently constructed, as well as temporarily occupying land to provide parking services to the public.

Special parking lots refer to places and facilities designed specifically for parking motor vehicles in this unit or residential area.

Temporary parking spaces on roads refer to temporary parking places for motor vehicles set up in motor vehicle lanes, non-motor vehicle lanes and areas along sidewalks. Article 4 The construction and management of motor vehicle parking facilities shall adhere to the principles of scientific planning, efficient construction and sharing, intelligent services, and convenience for the masses. Article 5 The Municipal People's Government shall strengthen its leadership over motor vehicle parking management, establish a comprehensive coordination mechanism, coordinate the formulation of policies and measures, promote the construction of intelligent and informatized parking facilities, and study and solve major problems in parking management. Article 6 The urban management law enforcement department is the administrative department responsible for motor vehicle parking management. It provides guidance, services, supervision and management of motor vehicle parking work, organizes the formulation and implementation of parking management related policies, standards and service specifications, and investigates and punishes public ** in accordance with the law. *Illegal acts in parking lots and commercial parking lots.

The public security and traffic management department manages the parking of motor vehicles in temporary parking spaces on roads in accordance with the law, investigates and handles illegal temporary parking on roads, and participates in the planning, construction and management of motor vehicle parking facilities and other related work.

Natural resources and planning, housing and urban-rural construction, development and reform, market supervision and management, finance, civil air defense, emergency management and other departments shall work together to do a good job related to parking management in accordance with their respective responsibilities. Article 7 The Municipal People's Government and relevant departments shall strengthen the publicity and education on civilized parking, advocate the concepts of public transportation first and green travel, and encourage voluntary activities such as maintaining parking order. Chapter 2 Parking Facilities Planning Article 8 The urban management law enforcement department, in conjunction with the departments of natural resources and planning, housing and urban and rural development, public security and traffic management, shall organize the preparation of plans for motor vehicle parking facilities and submit them in accordance with the land spatial planning and urban comprehensive transportation system planning. Parking facility planning should scientifically determine the regional layout, installation scale, medium- and long-term construction plans, construction timing, etc. of parking facilities based on urban development, population size, commercial facilities and other factors. Article 9 The urban management law enforcement department shall formulate an annual construction plan for public parking lots based on the motor vehicle parking facility planning, and submit it to the Municipal People's Government for approval before implementation.

The natural resources and planning departments should include the land for public parking lot construction in the annual land supply plan and supply it by allocation, transfer or leasing in accordance with the law. Article 15 When the government invests in the construction of public parking lots, it shall be constructed in accordance with the parking facility construction standards and design specifications. It shall be delivered for use after passing the inspection and acceptance, and shall be included in the supervision and management of the urban management and law enforcement departments.
