Article 1: In order to strengthen the management of the Second Ring Road and maintain the normal order of the Second Ring Road, these Measures are formulated in accordance with relevant laws, regulations and rules on municipal facilities management. Article 2: These measures apply to the management of the Second Ring Road. Article 3 The term “Second Ring Road Management” as mentioned in these Measures includes: Second Ring Road facility management and vehicle toll collection management. Second Ring Road facilities refer to the following Second Ring Road planning scope and exclusive facilities and toll station facilities.

(1) Municipal facilities: roads, bridges, lighting, pumping stations, rainwater and sewage drainage pipes, etc. and their ancillary facilities and sites;

(2) Road greening facilities: flowers, grass, Trees, guardrails, sculptures, water plugs, fountains, seats, corridors, etc. and their ancillary facilities;

(3) Sanitation facilities: garbage transfer stations, garbage pools, garbage cans, etc.

Toll station facilities: toll station, lighting, guardrails, traffic barriers, safety islands, isolation piers, anti-collision piers, etc. Article 4 The municipal public utility management department is the administrative department responsible for the management of the Second Ring Road, and the Municipal Second Ring Road Management Office (hereinafter referred to as the Management Office) is responsible for the specific implementation of these measures.

The construction, planning, landscaping, city appearance and sanitation, public security and transportation, industrial and commercial administration and other departments are responsible for guiding and inspecting the management of the Second Ring Road in accordance with relevant laws, regulations and rules, and entrust the management office to Administrative penalties will be imposed for illegal activities.

The township (town) people's governments and sub-district offices along the Second Ring Road should assist the management office in implementing management. Article 5: The management office should establish and improve various systems to maintain and manage the Second Ring Road facilities in accordance with relevant national technical specifications and requirements. And perform the following obligations:

(1) Completely store and properly keep the Second Ring Road construction data;

(2) Timely maintain and maintain municipal facilities to ensure smooth and smooth roads and bridges. , the drainage facilities are intact, the lighting rate reaches the national standard, and the facility integrity rate reaches more than 90%;

(3) Timely replant and timely maintenance of flowers and trees to keep flowers and trees luxuriant and beautiful in appearance , the survival rate reaches more than 90%, and the preservation rate reaches more than 85%;

(4) Establish a cleaning organization, insist on daily cleaning, implement all-weather cleaning, and clean up garbage regularly ;

(5) Environmental sanitation facilities should be kept in good condition and clean. Article 6: The Second Ring Road should gradually implement mechanized cleaning, and establish garbage transfer stations according to the plan. Article 7 Construction projects along both sides of the Second Ring Road must comply with urban planning, and any unit or individual is strictly prohibited from illegally constructing various buildings and structures.

Construction projects within 100 meters of both sides of the Second Ring Road must be submitted to the municipal planning administrative department for approval. The management office should assist the planning department in implementing supervision and inspection. Article 8 The following matters in the management of the Second Ring Road shall be implemented in accordance with relevant laws, regulations and rules on municipal facilities, landscaping, city appearance and environmental sanitation management, etc., with the consent of the management office and approval by relevant departments:

(1) Occupying and relocating Second Ring Road facilities or erecting, laying pipelines and constructing buildings and structures based on Second Ring Road facilities;

(2) Pruning, cutting down and moving trees on Second Ring Road and temporarily occupying them , excavating green space;

(3) Setting up advertising, signs, placards, neon lights, light boxes, electronic screens, banners, galleries, windows and other facilities within the planning scope of the Second Ring Road. Article 9 Without the consent of the management office, no unit or individual may set up stalls or engage in other activities on the Second Ring Road bridge and its affiliated venues and green spaces. Article 10: Based on the management needs of the Second Ring Road, the management office may determine the person responsible for the management of the road section through public bidding, and sign a management maintenance, greening and cleaning contract with the identified person responsible for the management of the road section. Article 11 Units and individuals along the Second Ring Road shall abide by relevant laws, regulations and rules and shall not occupy or damage various facilities along the Second Ring Road.

For violations of regulations, township (town) governments and sub-district offices should discourage and stop them. Article 12: Units and individuals along the Second Ring Road within the built-up area shall keep the environment in front of the door and on the sidewalk clean and tidy. Specific sanitation and cleaning areas shall be implemented in accordance with the relevant provisions of the "Shijiazhuang City Urban Appearance and Environmental Sanitation Management Regulations". Article 13: The public security, transportation, city appearance and sanitation management departments and management offices should strengthen the supervision and management of scattered, flying, spilling items and random dumping of garbage vehicles within the scope of the Second Ring Road. Those who seriously hinder the environmental sanitation of the Second Ring Road and disrupt the management order shall be severely punished in accordance with the law. Article 14 The management office shall collect vehicle tolls in accordance with relevant regulations and accept the supervision of relevant departments.

Without approval, no charging items may be set up or charging standards may be raised or lowered. Article 15: The public security department should strengthen traffic and public security management of the Second Ring Road, and no other department may set up checkpoints on the Second Ring Road. Article 16 Motor vehicles passing through Second Ring Road toll stations must pay tolls in accordance with regulations and abide by speed limits and other relevant regulations. Behavior that disrupts work order, such as trespassing, toll evasion, etc., is strictly prohibited. Article 17: Any unit or individual has the obligation to protect Second Ring Road facilities and has the right to discourage and report violations of relevant laws, regulations and these Measures. Article 18 Anyone who violates laws and regulations on planning, municipal facilities, landscaping, city appearance and environmental sanitation, industry and commerce, road traffic management and public security management shall be punished in accordance with relevant regulations. For motor vehicles that fail to pay Second Ring Road tolls as required, in addition to being ordered to make up payment, a fine of not more than five times the amount payable may be imposed. Those who cause damage shall be liable for compensation; those who are suspected of violating criminal laws shall be transferred to judicial organs for handling.
