In order to consolidate the achievements made by our county in establishing a sanitary county for many years, accelerate the pace of establishing a provincial sanitary county, further promote the urbanization process, strengthen the sanitary management of the county, strengthen the infrastructure construction of the county, improve the functions of the county, optimize the living environment, and promote the sound and rapid economic and social development of the county with a good urban environment, this implementation plan is formulated according to "Gansu Province County Health Inspection and Assessment Standards" and "Gansu Province Health County, Health Town (Township) Inspection and Assessment Management Measures".
I. Guiding ideology
Guided by Deng Xiaoping Theory, Theory of Three Represents and Scientific Outlook on Development, adhere to the patriotic health work policy of "government organization, local responsibility, departmental cooperation, mass hands-on, scientific governance and social supervision", adhere to the principles of people-oriented, perfect function, optimize environment and improve taste, take building a well-off society in an all-round way and building a harmonious socialist society as the overall goal, and follow the "Standards for County Health Inspection and Appraisal in Gansu Province" and the overall development plan of Minle County. Further improve urban infrastructure, effectively solve the outstanding health problems in cities and towns, fully implement the responsibilities of all members of Ivy Association, actively carry out the activities of establishing provincial health county towns, and realize the coordinated development of economy, society and environment.
Second, the overall goal
Through hard work, we have ensured that our county has reached all the indexes of the county health inspection and evaluation standards in Gansu Province, and successfully achieved the goal of creating a provincial health county. By the end of 2007 10, Minle county will be built into a provincial-level health county with perfect infrastructure, complete service functions, standardized urban management, beautiful environmental construction, good ecological environment and sustained and rapid economic development.
Third, the implementation steps
The work of establishing provincial health counties began on June 1 day, 2007, and was carried out in three stages.
Stage 1: Planning and General Mobilization (June 1 June 2007 10)
1. County Patriotic Health Association drafted the Implementation Plan for Establishing a Provincial Health County in Minle County, which was implemented after being approved by the county government.
2, the establishment of the main leaders of the county government as the leader, four teams in charge of the leadership at the county level as the deputy leader, and the heads of relevant departments and directly affiliated units at the county level as members of Minle County to create a provincial-level health county work leading group (list attached).

4. All responsible units should make special plans, arrange deployment tasks and measures, implement personnel and funds, and lay a good foundation for completing the task of creating provincial health counties as scheduled.
5, the news media should take the creation of provincial health county as the focus of recent propaganda work, concentrate on strength, time and layout, and carry out multi-form, multi-dimensional and three-dimensional continuous and comprehensive publicity on the creation work from June 6; County to create a leading group office organization and coordination of urban construction, health, transportation, environmental protection, education, industry and commerce, urban management and law enforcement, health supervision, disease prevention and control, and other Aiweihui member units, dispatched publicity vehicles, set up publicity consultation points, made publicity pages, distributed publicity materials to the broad masses, hung publicity slogans in the main streets and communities, and strived to create a good public opinion atmosphere for the whole society to pay attention to * * * *.
The second stage: key breakthrough, reaching the standard in an all-round way (June 2007 1 1 to July 3, 20071)
All members of the leading group for the establishment of provincial health counties in Gansu Province strictly follow the "Standards for Health Inspection and Appraisal of Counties in Gansu Province", carry out their duties and tasks item by item, and achieve the goal of establishment as scheduled. The Office of the Leading Group for the Establishment of Provincial Health Counties in the County strengthens coordination and supervision, keeps abreast of the progress of the establishment work, and timely coordinates the rectification and implementation of all responsible units for existing problems to ensure the smooth development of the establishment work. All responsible units shall promptly report the creation work to the leading group for creating the provincial health county.
Stage 3: Self-examination and self-correction for inspection (August 1 to August 3 1 2007)
Before August 3, 2007, KLOC-0, all responsible units should do a good job of self-examination and self-correction according to the provincial inspection and appraisal standards, and collect and sort out the relevant materials for the creation work. In mid-August, the county established a provincial health county leading group and set up an inspection and acceptance team, which conducted a comprehensive inspection and acceptance of the work of establishing a provincial health county, and set a deadline for informed criticism for those units that failed to meet the standards. Before August 20th, all townships and responsible units shall submit work reports to the office of the leading group for establishing provincial health counties, which shall summarize the work, and the county government shall make a work report for establishing provincial health counties to the provincial inspection team to meet the provincial inspection.
Four. Work tasks and responsible units
1, managed by patriotic health organization

(4) formulate long-term plans and annual plans for patriotic health work in combination with county conditions, implement the responsibilities of all member units, and put the work in place.
(5) The penetration rate of tap water and sanitary toilets in rural areas has reached over 50%.
(6) The county government has normative documents on patriotic health work and health education, such as environmental sanitation, health education and management measures for eliminating the "four pests".

2. Health education
(1) The county-level health education institutions are sound, and there are business personnel and working funds suitable for the work.
(2) Health education has plans, annual plans, activity records, summaries and health education effect evaluation reports.
(3) The implementation effect of health education measures in communities, hospitals, schools and factories is obvious, and the starting rate of health education in primary and secondary schools is over 70%; Community health education has full-time and part-time staff and fixed propaganda positions; Hospitals carry out health education knowledge propaganda, and outpatient departments and wards have health knowledge propaganda columns, no-smoking signs and related materials.
(4) Radio, television and newspapers set up health education columns, and broadcast a special program of "Health Promotion Action for Hundreds of Million Farmers" at least once a week for free. Health education programs are published and broadcast in a planned way, with registration and complete and reliable information.
(5) Regularly carry out publicity activities that smoking is harmful to health, and carry out activities to create smoke-free units.
(6) Main streets and public places have fixed health propaganda slogans or billboards.

3. Environmental sanitation
(1) The environmental sanitation management organization and personnel are sound, the "three guarantees" responsibility system is implemented in front of the door, and there is no phenomenon of disorderly stacking, pasting, setting up stalls and parking.
(2) The urban environment is beautiful, the pavement is hardened, clean and tidy, and there are no potholes, and the green belts of main streets and sidewalks are clean and orderly.
(3) Garbage sites and bins meet the needs, comply with health regulations, and the surrounding environment is clean and tidy.
(4) Markets are listed in different districts, with standardized operation, cleanliness and hygiene, managers wearing signs, civilized management, necessary sanitary facilities and special cleaning personnel.
Responsible units: Urban Construction Bureau, Urban Management Law Enforcement Brigade, Urban Greening Brigade and Urban Community Management Committee.
4. Sanitary management and harmless treatment of garbage and feces in the county.
(1) The layout of garbage stations and points is reasonable, the vehicles and containers to be removed meet the hygiene requirements, the garbage is removed daily, and the removal rate is 100%.
(2) Garbage stations and point containers are sealed, the garbage bagging rate is above 30%, and the surrounding environment is clean and free of flies.
(3) The garbage shall be treated by high-temperature composting, sanitary landfill and incineration. The landfill and excrement disposal site is suitable, managed and registered by special personnel, and the environmental sanitation is good.
(4) Adopt anaerobic digestion of garbage and feces, three-chamber septic tank, closed storage method or high-temperature composting.

5, window unit health
(1) The environment inside and outside the station is clean, green and beautified, and the ground is hardened. The greening rate of the greening area is over 90%.
(2) The waiting room has a health bulletin board and a no-smoking sign. The room is clean and free of flies, with good ventilation and perfect sanitary facilities. There are proper garbage bins and garbage bins in the waiting room and station, so as not to waste, clean all day and keep clean.
(3) The garbage should be stored in a sealed way, and the toilet cleaning system should be implemented, with hand washing and mechanical ventilation facilities, no flies, no odor, no dirt on the wall, clean toilets and reasonable layout of squatting positions.
(4) The food and drinking water meet the hygiene standards, the holding rate of business units and individuals' hygiene licenses and health certificates is 100%, the training rate and awareness rate of health knowledge of employees are over 95%, and there is no expired food.

6. Sanitation of public places and drinking water
(1) The physical examination rate and health knowledge training rate of employees in hotels, hair salons, public baths and dance halls are above 95% respectively, and their personal hygiene is in good condition. The transfer rate of patients with "five diseases" is 100%, and the annual supervision coverage rate is over 90%.
(2) Bath, washbasin (basin), tea set, slippers, bedding, etc. shall be clean, and the articles shall be replaced by one guest; The public goods of customers are disinfected once for each customer.
(3) The basin and towel for beauty should be disinfected by one person and one guest, and the barber knife and brush should be disinfected. Barber shops have special tools and disinfectants for patients with skin diseases, which are stored in the counter and clearly marked.
(4) Public bathhouses have signs prohibiting patients with sexually transmitted diseases, infectious diseases and skin diseases from bathing, and the indoor and outdoor areas are clean and tidy, with ventilation devices.
(5) The water quality of waterworks meets the national hygiene standards. The total qualified rate of turbidity, total bacteria, total coliform bacteria and residual chlorine in urban drinking water and peripheral water is over 98%. Water supply files and test data are complete, and managers' health knowledge responses are all correct. Health certificate holding rate 100%.
(6) The Center for Disease Control and Prevention has four monitoring indicators of quarterly peripheral water, and the water supply company reports the test data to the Center for Disease Control and Prevention on a monthly basis.

7. Food hygiene

(2) the annual food and tableware supervision and sampling coverage rate is higher than 90%.
(3) All kinds of food business units have complete health licenses and employees' health certificates, sound health systems, and employees have been trained to work, and the awareness rate of health knowledge is over 95%.
(4) The holding rate of hygiene license and health certificate reaches 100%, the hygiene management system is sound, the "three prevention and one elimination" facilities are perfect, the environment is clean, the hygiene facilities are complete, and there are no harmful substances.
(5) The sanitary facilities of the food warehouse and operation room are complete and clean, and the layout of facilities is reasonable and standardized.
(six) the packaging label specification of the packaged food, the food hygiene meets the quality requirements, and there is no expired food.
(7) Tableware disinfection facilities meet the requirements, and the disinfection work is implemented.

8. Prevention and treatment of infectious diseases
(1) There is an emergency plan for public health emergencies formulated by the county government, and the daily monitoring and early warning system for emergencies is operating normally.
(2) The medical institution's practice license and medical personnel's practice qualification certificate are complete.
(3) There are measures to prevent and control infectious diseases, and the incidence of legal infectious diseases has decreased year by year for three consecutive years. All medical and health units have infectious disease clinics, infectious disease registers, report cards and complete medical records.
(4) Specification for the use of disposable medical articles (with records of disfigurement, disinfection, incineration and deep burial), and specification for the treatment of medical wastes.

9, county public toilet hygiene.
(1) The layout of public toilets is reasonable, meeting the urban demand, and the proportion of flushing public toilets exceeds 50%.
(2) The aqua privies shall be clean and sanitary, the excrement shall be cleaned and landfilled in time, disinfected with lime powder, and the surrounding environment shall be clean and tidy.
(3) Water toilets and dry toilets should be kept clean, managed by special personnel, free from flies and odors, and clean and tidy.
(4) The toilet wall, floor, squatting position and urinal shall be clean and free of dirt, the septic tank shall be covered, and the feces shall not overflow. The feces in the dry toilet shall be removed in time without accumulation.

10, urban areas in addition to the "four pests"
