Safety first, prevention first. Twenty-second national material reserve security follows the principle of safety first, prevention first and comprehensive management. The Reserve Bureau shall establish and improve the safety guarantee system such as safety responsibility and major incident report, and be responsible for supervising and inspecting the safety of national material reserves and warehouses.
