Article 3: Urban city appearance and environmental sanitation work shall implement the principles of unified leadership, division of labor and responsibility, and the combination of professional management and mass management. Cities divided into districts can implement district management on the premise of adhering to unified leadership; cities without districts can implement unified management. Article 4 The urban construction administrative department of the Provincial People's Government is responsible for the management of urban appearance and environmental sanitation within the administrative region of the province. Article 5: The city appearance and environmental sanitation administrative departments of urban people's governments are responsible for the urban and environmental sanitation management of their respective administrative regions. Its main responsibilities are:

(1) Implement laws, regulations and rules related to urban appearance and environmental sanitation management;

(2) Supervise urban appearance and environmental sanitation conditions Inspection;

(3) Investigate and deal with violations of laws, regulations and rules governing city appearance and environmental sanitation in accordance with the law;

Article 7 The urban people's government shall, in accordance with relevant national and provincial regulations and in light of the actual situation of the city, actively promote the reform of the environmental sanitation employment system such as contract labor, temporary labor and seasonal labor. Municipal public facilities, postal and telecommunications, communications and transportation facilities should comply with the urban appearance standards stipulated by the state. Article 12 When outdoor advertisements, placards, galleries, showcases, signs, etc. are set up in the city, the content should be healthy, the appearance should be beautiful, and the wording should be standardized. The installation of large-scale outdoor advertisements must be approved by the city appearance and environmental sanitation administrative department of the city people's government, and the approval procedures must be completed in accordance with regulations. Article 13 In front of the buildings on both sides of main roads and bustling streets in large and medium-sized cities, transparent or semi-transparent walls, fences or hedges, flower beds (pools), lawns, etc. should be used as necessary and possible to communicate with the streets. of demarcation.

Trees, hedges, flower beds (pools), lawns, etc. facing the street should be kept neat and beautiful. Article 14 It is not allowed to pile materials, build buildings, structures or other facilities on both sides of urban streets and public spaces. If it is necessary to temporarily pile materials, build non-permanent buildings, structures and other facilities, or set up stalls due to special needs such as construction, it must be reported to the city appearance and environmental sanitation administrative department of the city people's government for approval, and the approval procedures must be completed in accordance with regulations. Article 15 Transportation vehicles driving in cities must be kept in good condition and clean. Liquids and bulk goods (including garbage) transported by freight vehicles should be sealed, bandaged, and covered to avoid leakage.

Article 16 Materials and machinery at project construction sites in the city should be stacked neatly; guardrails or cloth barriers should be set up at street-facing project construction sites; when the project is suspended, the site should be tidied up in time and necessary coverage should be provided; The debris should be cleared away in a timely manner; after the completion of the project, the site should be cleaned and leveled in a timely manner. Article 17: Graffiti and engraving are prohibited on buildings, structures, other facilities and trees in the city.

Hanging and posting promotional materials on buildings, structures, other facilities and trees must be handled in accordance with the relevant provisions of Article 17, Paragraph 2, of the Regulations. Chapter 3 Urban Environmental Sanitation Management Article 18 Urban environmental sanitation facilities shall comply with the national standards for the establishment of urban environmental sanitation facilities. Article 19 When the urban people's government develops new urban areas or renovates old urban areas, it shall, in accordance with the urban environmental sanitation professional plan and relevant national regulations, build environmental sanitation facilities such as cleaning, collection, transportation and treatment of domestic waste, and the necessary funds shall be included in the construction Project estimate.

Environmental sanitation facilities should be designed, constructed and delivered for use at the same time as the main project. The city appearance and environmental sanitation administrative department of the urban people's government shall participate in the completion acceptance of the project.
