Article 1 In order to strengthen the management of operating rock climbing places in the whole province and promote the healthy development of rock climbing, according to the Sports Law of the People's Republic of China, the Interim Provisions on the Management of Sports Market and relevant national laws and regulations, combined with the actual situation in this region,

(5) rock climbing equipment: the rock climbing board must be certified by the International Board of Directors (U.I.A.A.) or meet the European standard (CE) and chinese mountaineering association's approval (marked with the words "supervised by the Technical Department of chinese mountaineering association");

(6) safety equipment for rock climbing: it must be equipped with ropes, safety belts, mountain climbing locks, guarantors, flat belts and other safety equipment that have been certified by the International Board of Directors (U.I.A.A.) or reached the European standard (CE);

(7) Indoor venues are well ventilated and equipped with good lighting equipment;

(8) having professional and technical personnel suitable for business;

(9) Having corresponding management rules and regulations and safety guarantee measures.

Article 5 To apply for operating a rock climbing place, an application shall be submitted to the provincial sports administrative department, and the following materials shall be submitted: (1) an application;

(2) the construction plan of the rock climbing place;

(3) a copy of the capital verification certificate or capital credit certificate of the start-up funds;

(4) The indoor place shall provide the house safety appraisal certificate, and the outdoor place shall provide the certification materials for the use of the site; (five) the fire safety audit opinion issued by the fire department and the health permit issued by the health department; (six) the equipment used has passed the quality certification materials of the quality supervision department;

Article 6 The provincial sports administrative department shall, within 15 working days from the date of receiving the application, put forward approval opinions, and issue a Sports Business License to those who meet the requirements; Those who do not meet the requirements shall be notified in writing. Applicants with the Sports Business License can apply for the Business License from the administrative department for industry and commerce, and can only engage in the business activities of rock climbing places after filing with the local sports administrative department.

After passing the examination, they will be awarded the Qualification Certificate for Professional and Technical Personnel in Sports Management uniformly printed by the provincial sports administrative department. The certificate of coaches and ensuring personnel issued by chinese mountaineering association is equally used with the Qualification Certificate of Professional and Technical Personnel in Sports Management;

Article 12 Operators shall go to the original license-issuing department for annual examination with the Sports Business License from October 1st to December 31st every year. Article 13 Units and individuals who violate these measures shall be punished by the corresponding sports administrative department according to the relevant provisions of the Interim Provisions on the Administration of Sports Market, depending on the seriousness of the case.
