Article 1 In order to strengthen the management of operating rock climbing places in the whole province and promote the healthy development of rock climbing, according to the Sports Law of the People's Republic of China, the Interim Provisions on the Management of Sports Market and relevant national laws and regulations, combined with the actual situation in this region,

article 2 these measures are applicable to the management of operating rock climbing places throughout the province.

Article 3 The sports administrative department is the competent department of operating rock climbing places. Municipalities, counties (districts) sports administrative departments or institutions authorized by the government are responsible for the management of operating rock climbing places within their respective administrative areas. Operating rock climbing places accept the supervision and management of industry and commerce, public security, health, environmental protection, planning, taxation, price and other departments.

Article 4 To apply for operating a rock climbing place, the following conditions shall be met:

(1) Having a proper name;

(2) Having necessary funds and corresponding facilities and equipment;

(3) having a site that meets the safety, fire control and hygiene conditions;

(4) Rock climbing site: the vertical height between each rock path of the standard climbing site and the ground is not less than 12m, the line length is not less than 15m, and the width is not less than 3m; the rock surface area of the non-standard climbing site is not less than 5O square meters;

(5) rock climbing equipment: the rock climbing board must be certified by the International Board of Directors (U.I.A.A.) or meet the European standard (CE) and chinese mountaineering association's approval (marked with the words "supervised by the Technical Department of chinese mountaineering association");

(6) safety equipment for rock climbing: it must be equipped with ropes, safety belts, mountain climbing locks, guarantors, flat belts and other safety equipment that have been certified by the International Board of Directors (U.I.A.A.) or reached the European standard (CE);

(7) Indoor venues are well ventilated and equipped with good lighting equipment;

(8) having professional and technical personnel suitable for business;

(9) Having corresponding management rules and regulations and safety guarantee measures.

Article 5 To apply for operating a rock climbing place, an application shall be submitted to the provincial sports administrative department, and the following materials shall be submitted: (1) an application;

(2) the construction plan of the rock climbing place;

(3) a copy of the capital verification certificate or capital credit certificate of the start-up funds;

(4) The indoor place shall provide the house safety appraisal certificate, and the outdoor place shall provide the certification materials for the use of the site; (five) the fire safety audit opinion issued by the fire department and the health permit issued by the health department; (six) the equipment used has passed the quality certification materials of the quality supervision department;

(7) management rules and regulations and security measures;

Article 6 The provincial sports administrative department shall, within 15 working days from the date of receiving the application, put forward approval opinions, and issue a Sports Business License to those who meet the requirements; Those who do not meet the requirements shall be notified in writing. Applicants with the Sports Business License can apply for the Business License from the administrative department for industry and commerce, and can only engage in the business activities of rock climbing places after filing with the local sports administrative department.

Article 8 Operating rock climbing places must be equipped with corresponding professional and technical personnel for rock climbing. Rock climbing professional and technical personnel (except Guangzhou and Shenzhen) are trained by the provincial sports administrative department or its authorized unit. After passing the examination, they will be awarded the Qualification Certificate for Professional and Technical Personnel in Sports Management uniformly printed by the provincial sports administrative department. The certificate of coaches and ensuring personnel issued by chinese mountaineering association is equally used with the Qualification Certificate of Professional and Technical Personnel in Sports Management;

article 9 any commercial rock climbing competition or performance shall be held only after the provincial sports administrative department obtains the temporary permit for sports operation.

Article 1 An operator shall perform the following obligations:

(1) Post the rules of civilized activities, precautions and warning signs in a conspicuous position;

(2) having corresponding safety protection measures;

(3) ensure the safety of the site and equipment and the cleanliness of the site;

(4) provide professional and technical personnel to provide technical guidance and safety protection for activists;

(5) clearly mark the price according to the regulations;

(6) maintain the normal order of the activity place, and prohibit gambling or other illegal activities. If it is found, it should be discouraged and stopped in time. If it is ineffective, it should be reported to the public security department in time.

article 11 anyone who enters a rock climbing place shall abide by the rules of the rock climbing place. If the equipment is damaged due to illegal operation, the losses shall be compensated.

Article 12 Operators shall go to the original license-issuing department for annual examination with the Sports Business License from October 1st to December 31st every year. Those who fail to pass the annual examination or fail to pass the annual examination within the time limit shall not continue to engage in the business activities of rock climbing places.

Article 13 Units and individuals who violate these measures shall be punished by the corresponding sports administrative department according to the relevant provisions of the Interim Provisions on the Administration of Sports Market, depending on the seriousness of the case.

Article 14 Violation of relevant regulations on industry and commerce, public security, sanitation, environmental protection, planning, taxation, prices, etc. shall be dealt with by relevant departments according to law.
