(1) Focus on increasing farmers’ income and significantly improving the economic aggregate and quality.

First, farmers’ income has grown steadily. The investment in various infrastructures, mainly new rural construction, rural roads, etc., reached 9.7 million yuan, a year-on-year increase of 36%; 7 economic cooperatives of various types were established; and 33 new individual industrial and commercial households were developed. We conscientiously implemented a series of policies that benefit farmers at the central, provincial, municipal and county levels, distributing 1.37 million yuan in grain subsidies, 13,000 yuan in agricultural machinery subsidies, and 180,000 yuan in subsidies for home appliances to the countryside. The per capita net income of farmers throughout the year was 3,600 yuan. yuan, a year-on-year increase of 10, and people's living standards have been further improved. (2) Focus on increasing industrial efficiency and continuously improve agricultural infrastructure.

1. The project construction has achieved remarkable results. Carefully carried out the reserve and packaging work of key projects. The main projects include red cultural and ecological tourism development, rural road reconstruction, landfills, Chang'an navel orange waxing community, Wei Town sewage treatment, Wei Town street renovation and other projects. Throughout the year, 7 projects including small and medium-sized navel orange refrigeration and preservation warehouses and an annual output of 6,000 cubic meters of foam plastics were developed. At the same time, we will do our best to compete for capital and projects. The main projects include navel orange storage, Chang'an navel orange waxing community, farmland irrigation projects, township water supply and drainage, immigration and the two provincial-level poverty alleviation key villages of Youshan and Hangkou villages, as well as fiscal transfer payments, civil affairs relief, social security, etc. Securing policy subsidy funds. 2. Industrialization is developing rapidly. In 2010, the town's new navel orange area was 3,500 acres, and the existing navel orange area was 26,000 acres, with a total output of 15,000 tons. Among farmers' per capita net income, the navel orange industry alone has increased income by more than 1,800 yuan, ranking first in the county in terms of fruit quality. Won the title of "One King Hardware" in the competition and achieved the best results in the past years. First, strengthen the base, expand the scale, and continuously improve the infrastructure. We focused on building five thousand-acre navel orange bases with Aozishang, Huaguotang and Xiaoshi as the follow-up, and scientifically formulated a citrus industry development plan from 2010 to 2020. Various infrastructure facilities at the base have been continuously improved, including hardening 5.5 kilometers of base roads, repairing 7 kilometers of gravel roads, erecting 3 kilometers of high-voltage circuits, and excavating 17 reservoirs. The second is to adjust the structure, create a brand, and raise the level of orchard management to a new level. New varieties such as about 800 acres of sweet pomelo, 200 acres of special early warm oranges, and 100 acres of lemons have been developed. It highlighted the construction of navel orange demonstration gardens and the promotion of new technologies, promoted eight new technologies such as the comprehensive prevention and control of "three insects and three diseases", and combined with the fruit industry science and technology household demonstration project, cultivated 100 science and technology demonstration households. Three new standard demonstration gardens of more than 100 acres were added throughout the year. The third is to focus on services and extend the chain to further enhance market competitiveness. A secondary service system has been formed with the town's agricultural service center, fruit industry association, village association, and science and technology demonstration households. There were 2 new fruit cooperatives and 24 new general storage warehouses throughout the year. At the same time, the infrastructure of Chang'an Navel Orange Waxing Community built by local merchants has been basically completed and will be officially put into operation this year. The completion and commissioning of the project will fill the historical gap of Youshan without waxing equipment. The fourth is to focus on marketing and expand channels, and the marketing capabilities of navel oranges have been further improved.

Actively organize large fruit companies, fruit dealers, and town and village cadres to inspect navel orange sales markets in various places, and introduce fruit dealers to our town for inspection and understanding. In 2010, more than 3,000 foreign businessmen came to our town to inspect Youshan navel oranges. We organized professional cooperatives and dealers to open up the sales markets in Taiyuan and Datong, Shanxi, and held a sales ceremony for Youshan navel oranges, which achieved good results, ensuring that the navel orange industry increased efficiency and farmers' income increased.

3. The construction of new rural areas is advanced in depth. First, village improvement has achieved remarkable results. The construction tasks of three provincial support points in Xinpaishang of Neighborhood Committee, Shibitou in Xingfu Village and Yuanzaishang in Changan Village were successfully completed. Three provincial support points have built 1,470 meters of hardened main roads, 1,100 meters of highway access roads, demolished 147 square meters of hollow houses, built a new separate breeding area for humans and animals, planted 290 new green trees, improved water supply for 100 households, and improved 92 households have toilets, 19 households have biogas digesters, and 23 households have installed solar energy. It has passed city and county inspections and has directly benefited 107 farmers and more than 900 people. Second, the improvement and construction of Wei Town has achieved remarkable results. Based on the reality that Youshanwei Town has a small layout, a small floating population, and is "dirty, chaotic, and poor", and based on extensive solicitation of opinions from party members and the masses, the "Implementation Plan for the Improvement of Youshanwei Town" was issued. In accordance with market-oriented operations, the carrier is responsible for unified garbage collection and transportation. 130 temporary garbage storage bins were purchased and distributed to households, and the garbage storage points at the entrance of middle schools were banned. The environment of Wei Town has been significantly improved. At the same time, we actively communicated and coordinated with relevant superior departments to repair the damaged facilities at the trading booths in Wei Town. We integrated funds of 3,000 yuan to repair more than 30 street lights in Wei Town and repaired some damaged roads. The streets are clean and the street lights are on, which has been well received by the people. Third, the work of cultivating new farmers is more targeted and effective. The construction of training positions has been strengthened and a diversified training mechanism has been established. Innovative training methods have enhanced the effectiveness of training, using production bases as agricultural skills training classrooms, and turning industrial enterprise workshops into vocational skills training schools. Throughout the year, more than 3,750 people were trained in various training schools and internship bases. Fourth, the work of shaping the new style has reached a new level. Organized 17 performances and more than 40 movies to be sent to the countryside. Two new standardized farmers’ bookstores were built, and 160 cultural center households were supported. Actively did a good job in publicity and reception for the National Southern Three-Year Guerrilla War Theory Seminar, which was affirmed by the relevant departments of the County Party Committee.

4. Agricultural infrastructure has been significantly improved. The first is to highlight the construction of rural roads and increase the planning and construction of through-group highways. Clarify goals and tasks and assign responsibilities to people. By convening meetings of party members and group leaders, posting propaganda slogans, etc., we created a strong atmosphere of "town-wide action, linkage between top and bottom, and national participation", and received enthusiastic support from people working outside and the broad masses of farmers. The second is to highlight rural water conservancy construction and increase the maintenance and construction of dangerous reservoirs and agricultural irrigation facilities. The safety appraisal demonstration of the Mulankeng Reservoir hazard removal and reinforcement project has been successfully passed and has been included in the 2011 maintenance plan. The danger removal and reinforcement project for the Shenzhen Jinggeng Mountain Pond has been completed. Through timely coordination with the construction team of the Zoumalong Reservoir Area project, problems related to drinking water irrigation in Xingfu Village and Xinglong Village have been gradually resolved. Key small-scale agricultural water projects involving seven administrative villages, including Chang'an Village's Jingtouwei, Wong Chusha, Hongmiyuan Zhongwu, Tai Leli, Laowuxiaxikeng, Laowei Zushidao, and Hangkou Jutuan Dam, have been fully started and laid The U-shaped groove is more than 14,000 meters long, benefiting more than 1,700 acres of farmland.
