Article 1. Before the start of the project, Party A should submit the underground comprehensive pipeline certificate issued by the urban construction archives department The query results, as well as the construction unit (Party B), construction scope, content, construction period, and the general plan of the construction red line of the project located in Lujie, Panshi City, are provided to Party C, and a dedicated person is assigned to be responsible for specific liaison with Party C.

Article 2 After receiving the relevant information provided by Party A, Party C shall approve the construction scope and the direction and location of underground gas pipelines and facilities in the affected area, and shall go to the site to report to the Party within three working days. Party A and Party B confirm the direction and location of gas pipelines and facilities.

Article 3 The specific locations of gas pipelines and facilities should be subject to on-site inspection and verification. Before construction, Party A shall conduct manual cross-section excavation according to the location of the exploration pit provided by Party C to determine the actual specific location of the gas pipeline at the construction site. After confirming the accurate location of gas pipelines and facilities, the three parties jointly filled out the "Construction Site Gas Pipeline and Facilities Confirmation Form" and clarified the safety protection scope and safety control scope of gas pipelines and facilities.

The safety protection scope of Article 4 gas pipeline facilities is as follows:

Article 5 Before the start of the project, Party B shall formulate corresponding protection plans and emergency response measures for gas pipelines and facilities based on the actual conditions and construction plans of the construction site, and implement the protection of gas facilities to everyone. . The protection plan and emergency response measures shall be signed and approved by Party B’s project leader and Party A’s project leader, and shall be reported to Party C for record by Party B to facilitate Party C’s supervision. If there is any dispute over the protection plan for gas pipeline facilities, the Municipal Construction Bureau will organize experts to discuss and resolve the dispute through coordination.

Article 6 Party B shall set up safety warning slogans such as "Gas pipelines, pay attention to protection" within the protection range of gas pipelines and facilities, and hang Party C's emergency hotline at the scene.

Article 7 During the construction process of the project, Party A is generally responsible for the safety protection of gas pipelines and facilities at the construction site during the entire construction process, and shall monitor the protection of gas pipelines and facilities at Party B's construction site. Supervise to ensure the implementation of protection plans and emergency measures.

Article 8 If Party B encounters complex or special circumstances during the construction process that may endanger the safe operation of gas pipelines and facilities, the construction should be stopped immediately. Party B will work with Party A to re-formulate the protection plan.

Article 9 Party C shall strengthen inspections of the construction site and surrounding gas facilities. If hidden dangers are discovered, it has the right to promptly stop behaviors that endanger or may endanger the safe operation of gas pipelines and facilities. Article 10 The following regulations should be strictly observed during the construction process:

2. Carry out blasting, earth removal and other operations or use open fires;

4. Place flammable and explosive dangerous items or plant deep-rooted plants;

5. Carry out mechanical excavation and blasting, etc. Operation;

6. Other activities that endanger the safety of gas facilities.

(2) If any of the following circumstances occurs, Party A shall work with Party B to formulate a gas pipeline facility protection plan, which can only be implemented after reaching an agreement with Party C:

1. Within the safety protection scope and safety control scope of gas pipeline facilities, lay pipelines and engage in piling, excavation, and jacking operations.

2. Carry out blasting operations within the safety control range of gas pipeline facilities.

(3) Gas facilities and safety warning signs must not be moved, covered, altered, dismantled or destroyed without authorization; corresponding sign piles must be buried when road construction is completed;

(4) In Before effective protection measures are taken, temporary roads shall not be opened above gas pipelines and facilities, and heavy vehicles such as trucks and bulldozers shall not be parked above gas pipelines and facilities;
