According to the "Work Safety Law of the People's Republic of China", "Construction Law of the People's Republic of China", "Regulations on Safety Production Management of Construction Projects" (State Council Order No. 393), "Jilin Gas Management Regulations", "Jilin City Gas Management Measures", "Jilin Province Safety Production Regulations", "Urban Gas Management Regulations" (State Council Order No. 583) and other laws and regulations, in order to protect the safety of gas pipelines and facilities at construction sites in Panshi City , to prevent accidents, after negotiation between the three parties, the following safety protection agreement for gas pipelines and facilities at the construction site was reached:

Article 1. Before the start of the project, Party A should submit the underground comprehensive pipeline certificate issued by the urban construction archives department The query results, as well as the construction unit (Party B), construction scope, content, construction period, and the general plan of the construction red line of the project located in Lujie, Panshi City, are provided to Party C, and a dedicated person is assigned to be responsible for specific liaison with Party C.

Article 2 After receiving the relevant information provided by Party A, Party C shall approve the construction scope and the direction and location of underground gas pipelines and facilities in the affected area, and shall go to the site to report to the Party within three working days. Party A and Party B confirm the direction and location of gas pipelines and facilities.

Article 3 The specific locations of gas pipelines and facilities should be subject to on-site inspection and verification. Before construction, Party A shall conduct manual cross-section excavation according to the location of the exploration pit provided by Party C to determine the actual specific location of the gas pipeline at the construction site. After confirming the accurate location of gas pipelines and facilities, the three parties jointly filled out the "Construction Site Gas Pipeline and Facilities Confirmation Form" and clarified the safety protection scope and safety control scope of gas pipelines and facilities.

The safety protection scope of Article 4 gas pipeline facilities is as follows:

1. The area within 1 meter on both sides of the outer edge of the pipe wall of the proven medium-pressure pipeline;

2. The area within 6 meters on both sides of the outer edge of the pipe wall of the proven high-pressure pipeline.

The safety control range of gas pipeline facilities is as follows:

1. The area between 1 meter and 6 meters on both sides of the outer edge of the pipe wall of the proven medium-pressure pipeline;

2. The area between 6 meters and 50 meters on both sides of the outer edge of the pipe wall of the proven high-pressure pipeline.

Article 5 Before the start of the project, Party B shall formulate corresponding protection plans and emergency response measures for gas pipelines and facilities based on the actual conditions and construction plans of the construction site, and implement the protection of gas facilities to everyone. . The protection plan and emergency response measures shall be signed and approved by Party B’s project leader and Party A’s project leader, and shall be reported to Party C for record by Party B to facilitate Party C’s supervision. If there is any dispute over the protection plan for gas pipeline facilities, the Municipal Construction Bureau will organize experts to discuss and resolve the dispute through coordination.

Article 6 Party B shall set up safety warning slogans such as "Gas pipelines, pay attention to protection" within the protection range of gas pipelines and facilities, and hang Party C's emergency hotline at the scene.

Article 7 During the construction process of the project, Party A is generally responsible for the safety protection of gas pipelines and facilities at the construction site during the entire construction process, and shall monitor the protection of gas pipelines and facilities at Party B's construction site. Supervise to ensure the implementation of protection plans and emergency measures.

Article 8 If Party B encounters complex or special circumstances during the construction process that may endanger the safe operation of gas pipelines and facilities, the construction should be stopped immediately. Party B will work with Party A to re-formulate the protection plan.

Article 9 Party C shall strengthen inspections of the construction site and surrounding gas facilities. If hidden dangers are discovered, it has the right to promptly stop behaviors that endanger or may endanger the safe operation of gas pipelines and facilities. Yes, it must be reported to the relevant departments in a timely manner.

Article 10 The following regulations should be strictly observed during the construction process:

(1) Within the safety protection scope of gas pipeline facilities, it is prohibited to engage in the following activities that endanger the safety of gas facilities:

1. Construct buildings, structures or other facilities that occupy underground gas pipelines;

2. Carry out blasting, earth removal and other operations or use open fires;

3. The other party’s items may be dumped or corrosive substances discharged;

4. Place flammable and explosive dangerous items or plant deep-rooted plants;

5. Carry out mechanical excavation and blasting, etc. Operation;

6. Other activities that endanger the safety of gas facilities.

(2) If any of the following circumstances occurs, Party A shall work with Party B to formulate a gas pipeline facility protection plan, which can only be implemented after reaching an agreement with Party C:

1. Within the safety protection scope and safety control scope of gas pipeline facilities, lay pipelines and engage in piling, excavation, and jacking operations.

2. Carry out blasting operations within the safety control range of gas pipeline facilities.

(3) Gas facilities and safety warning signs must not be moved, covered, altered, dismantled or destroyed without authorization; corresponding sign piles must be buried when road construction is completed;

(4) In Before effective protection measures are taken, temporary roads shall not be opened above gas pipelines and facilities, and heavy vehicles such as trucks and bulldozers shall not be parked above gas pipelines and facilities;

(5) Pipe jacking and directional crossing projects , the clear distance between the location of the crossing pipeline and the gas pipeline and facilities should be greater than 2 meters;

(6) When excavation and other construction of natural gas pipelines are carried out on site, the pipe trench must be excavated manually, and all on-site Large construction machinery must operate at least one meter away from the edge of the pipeline trench;

(7) When it is necessary to remove the covering soil above or around the natural gas pipeline during on-site construction, sandbags or other effective protection methods must be used. Temporarily cover and protect exposed natural gas pipelines to avoid possible safety risks;

(8) Other behaviors that seriously endanger the safe operation of the gas pipeline network are prohibited.

Article 11 The safe distance between the pipelines and gas pipelines constructed by Party A’s project shall comply with the requirements of the "Urban Gas Design Code", and shall ensure that the covering depth of the gas pipeline reaches the "Urban Gas Design Code" "Design Code"; if Party A or Party B violates the provisions of this article, Party A shall be responsible for unconditional rectification and bear all rectification costs; if any damage to gas facilities or gas accidents is caused as a result, Party A and the construction party shall bear full responsibility and bear the responsibility according to law. Article 12 If a gas pipeline or facility is damaged due to violation of this protection agreement or gas leakage or gas explosion accident occurs due to construction, the responsible party shall bear the responsibility.

Article 13 This agreement shall take effect from the time when the three parties sign and seal it, and will automatically expire when the construction project is completed.
