Article 4: Units shall establish a traffic safety responsibility system and implement target management. The unit's traffic safety responsibility system shall be organized and implemented by the legal representative, and a leader shall be designated to be in charge of traffic safety work.

Units and individual car owners should implement the traffic violation control indicators issued by the public security and traffic management departments to ensure traffic safety. Article 5 The municipal public security department is responsible for organizing and implementing these measures and supervising and inspecting the implementation. Municipal, transportation, industrial and commercial administration and other departments must closely cooperate. Municipal and county (city) public security and traffic management departments are responsible for the specific work of road traffic management. Chapter 2 Vehicles Article 6 On the windshield of a motor vehicle, only the vehicle annual inspection certificate, the road maintenance fee payment mark, and the vehicle (vessel) license plate use tax payment mark are allowed to be affixed.

The use of other temporary certificates must be approved by the municipal or county (city) public security and traffic management department.

Reflective films are not allowed on motor vehicle windows. Article 7: Any motor vehicle that must be spray-painted with the name of the unit and the enlarged number of the license plate when receiving a license plate in this city must be spray-painted in accordance with regulations. Article 8 Motor vehicles, except motorcycles, tractors, and battery vehicles, shall be equipped with fire extinguishers in accordance with regulations. Article 10 Freight motor vehicles with trailers shall be equipped with effective air-cut braking devices and safety chains. Article 11 Motor vehicles are not allowed to tow non-motor vehicles. Article 13 When a motor vehicle tows construction machinery or a single-axle trailer, the connection device shall be firm and equipped with a safety chain, and brake lights and turn signals shall be installed on the tops of both sides of the safety frame of the main vehicle. Article 14 When a motor vehicle is stopped on the road due to an accident, obvious warning signs shall be set up. Article 15 If a vehicle is damaged due to a traffic accident, it can only be repaired after inspection and appraisal by the public security and traffic management department at the place where the incident occurred. Article 16 When a motor vehicle is listed and traded, both parties to the transaction shall go to the municipal public security and traffic management department to handle vehicle movement registration procedures within thirty days after the transaction.

Motor vehicles that have been inspected by the municipal or county (city) public security and traffic management departments and have reached scrap standards are not allowed to be listed and traded. Article 17 If a motor vehicle owned by a foreign agency stationed in this city has been driving in this city for more than three months, it must go to the municipal public security and traffic management department to renew its license plate. Article 18 To install advertisements, slogans, promotional materials, etc. outside the body of a motor vehicle, the approval procedures must be completed with the relevant departments after obtaining the consent of the municipal or county (city) public security and traffic management department. Chapter 3 Vehicle Drivers Article 19 Motor vehicle drivers shall participate in safety education and business learning activities organized by the public security and traffic management department on time. Article 20 Drivers who change their work unit or address must go to the municipal or county (city) public security and traffic management department to go through the change procedures within thirty days after the change. Article 21 Motor vehicle drivers are not allowed to engage in the following behaviors when driving a vehicle:

(1) Go barefoot or wear high heels of more than three and a half centimeters.

(2) Wear earplugs, headphones, and use wireless phones.

(3) Holding objects or carrying children on your back.

(4) Violation of lighting usage regulations.

(5) Driving motorcycles in parallel racing in the same lane.

(6) Military and armed police drivers drive local vehicles.

(7) Local drivers drive military and armed police vehicles.

(8) Other behaviors that hinder safe driving. Article 22 When driving a non-motorized vehicle, the following behaviors are not allowed:

(1) Stopping and chatting on the roadway.

(2) Learn to ride bicycles and tricycles on the road.

(3) Climbing and supporting motor vehicles.

(4) Other behaviors that hinder traffic safety. Chapter 4 Vehicle Loading Article 23 When a motor vehicle is loaded with dangerous goods such as flammable, explosive, radioactive, corrosive and highly toxic, it shall comply with the following regulations:

(1) There are "Dangerous Goods" sign.

(2) Driven by a driver who has been driving safely for more than three years or more than 50,000 kilometers.

(3) Drive according to the time, route and speed approved by the city, county (city) public security and traffic management department.

(4) Except for escort personnel, no other persons are allowed on the vehicle.

(5) The escort is not allowed to leave the vehicle.

(6) Temporary parking is not allowed in towns.
