1,100 kilometers of rural roads have been upgraded and upgraded

Among them, 36,000 Shanghai villages have been renovated, 1,100 kilometers of rural roads have been upgraded and upgraded, 721.9 kilometers of seriously damaged roads in villages have been rebuilt to meet standards, and 508 seriously damaged bridges have been rebuilt. 237,000 beautiful courtyards (xiaosanyuan: small vegetable gardens, small gardens, small orchards) have been built, 7,776 kilometers of rural overhead pole lines have been sequenced, and 790 rural public service facilities have been newly renovated. Shanghai’s rural residential environment optimization project has achieved remarkable results. The overall appearance of the countryside has gradually changed from clean and tidy to optimized and beautified.

First of all, it is reflected in the obvious improvement of the rural environment. Village cleaning actions are carried out on a regular basis, and the rural environment is basically clean, tidy and orderly. The construction of beautiful courtyards (Xiaosan Garden) is continued to be promoted, and the rural environment in the entire region is generally optimized. In two years, we completed the construction of 51 rural revitalization demonstration villages and 92 municipal-level beautiful rural demonstration villages, forming a number of typical demonstrations for improving the appearance of villages.

Secondly, the level of public infrastructure has gradually improved. The classification of domestic waste in rural areas has been fully realized, the sanitary toilet coverage rate is 100%, the domestic sewage treatment rate is 90%, and the administrative village is equipped with at least one public toilet. The upgrading and upgrading of rural roads have been completed, and the responsibility for road construction and maintenance in villages has been fully implemented. Each administrative village has a doorstep service station to provide one-stop services such as affairs, medical and health care, culture and sports.

In addition, farmers’ satisfaction continues to increase. At the end of 2022, the Shanghai Quality Association User Evaluation Center conducted a villager satisfaction survey in 100 villages, interviewing a total of 1,315 people. The villagers' overall satisfaction score for the village's environment was 96.5 points. More than 95% of the villagers expressed "very satisfied" or "relatively satisfied" with the village's environment, and the overall satisfaction was high.

"Rural living environment + unified management through one network"

All districts in Shanghai have made great efforts to improve the rural appearance according to local conditions.

In Pudong New Area, the "Beautiful Courtyard 2.0" plan has promoted the orderliness of overhead pole lines throughout the area and improved the beautification of public areas; Baoshan and Minhang Districts have taken the optimization project as an opportunity to complete district-level The construction of beautiful countryside is fully covered; Jiading District implements the "Three Beauties" project of "beautiful villages, beautiful courtyards, and beautiful rivers"; Jinshan District uses "Beautiful Yidai" as the starting point to promote the improvement of rural style; Songjiang District focuses on farmers' courtyards and pockets The three elements of parks and small micro-landscapes, one village and one plan enhance the appearance of the village; Qingpu District implements the "two-in-one" project of optimizing human settlements and co-creating beautiful countryside at the district level; Fengxian District coordinates the optimization of human settlements and the development of rural industries to form a Nanzhuang Highway Rural Business District, Agricultural Park Headquarters and many other beautiful rural areas; Chongming District relies on the post-Flower Expo era to build flower fields, flower roads, flower streams, and flower houses throughout the area.

At the same time, various agricultural-related districts are actively exploring the use of the "one network unified management" platform to promote the optimization of rural living environment.

For example, Baoshan, Minhang, Jiading, Jinshan and other districts relied on the "One Network Unified Management" platform to carry out rural residential environment inspections. Pudong New Area took the lead in establishing a comprehensive rural environmental management mechanism with full coverage, forming a list of rural environmental management responsibilities, clarifying the management content, responsible subjects, maintenance subjects, and supervision subjects. All management and maintenance facility information is entered into the GIS information management system, and is simultaneously connected with The channel of the district urban transportation platform realizes dynamic supervision, precise management, rapid disposal and closed-loop management of rural living environment problems.

In addition, "Agricultural and Rural Insurance" also helps optimize the project. During the implementation of the optimization project, Jinshan District innovatively set up housing construction insurance and environmental improvement cost compensation insurance for rural villagers, providing supporting financial services for 205 farmers to carry out farm house repairs, environmental improvement in front and behind their homes, and to improve the quality of their primary school gardens. Starting from 2022, Jinshan District has also innovatively developed villages to optimize their appearance and improve their insurance, leading 28 villages in 6 towns to participate in insurance, with the premium scale reaching 29.4 million yuan. Through the intervention of the insurance mechanism, a new "relief for work" mechanism of "government + insurance + villagers" has been established to provide comprehensive risk protection for villagers, construction personnel, project targets and other objects, and improve villagers' participation in the improvement of the living environment. A sense of responsibility.

In general, the optimization project has achieved the expected goals, the rural appearance has changed significantly, and the farmers have a high level of sensitivity.

The Shanghai Municipal Agriculture and Rural Affairs Commission further pointed out that at present, there are still some shortcomings and weaknesses in project construction, such as gaps in the high level of full coverage and insufficient long-term management and protection mechanisms.
