Chapter 1 General Provisions Article 1 In order to prevent and control dust pollution, protect and improve the atmospheric environment, protect the health of the people, and promote the construction of ecological civilization, in accordance with the "Environmental Protection Law of the People's Republic of China" The Law of the People's Republic of China on the Prevention and Control of Air Pollution, the Shandong Provincial Regulations on the Prevention and Control of Air Pollution, and the "Shandong Provincial Measures for the Prevention and Control of Dust Pollution" and other laws, regulations, and rules have been formulated based on the actual situation of our city. Article 2 These Measures apply to dust pollution prevention and management activities within the administrative area of ??Yantai City.

The dust pollution referred to in these Measures refers to the dust generated during project construction, demolition of buildings (structures), material handling, transportation and storage, road cleaning, mining soil extraction, landscaping and other activities, as well as on exposed ground. The loose particulate matter has adverse effects on the atmospheric environment and human health. Article 3 The prevention and control of dust pollution follows the principles of government leadership, departmental supervision, territorial management, public participation, prevention first, comprehensive management, and liability for damage. Article 4 People's governments at all levels, relevant departments and units shall strengthen publicity and education on laws and regulations on the prevention and control of dust pollution, and improve the public's awareness of environmental protection and the concept of the rule of law.

The news media should actively carry out public welfare publicity on the prevention and control of dust pollution and strengthen public opinion supervision of the prevention and control of dust pollution. Article 5: All units and individuals have the obligation to prevent and control dust pollution. They should consciously practice green and frugal production, life and consumption methods to reduce dust pollution, and have the right to report units and individuals that cause dust pollution.

Departments of ecological environment, housing and urban-rural development, urban management and other departments should establish dust pollution complaint and reporting systems, accept complaints and reports on dust pollution in a timely manner, and handle them in accordance with the law. Article 6: Encourage and guide the promotion and application of new technologies, new processes, and new equipment for the prevention and control of dust pollution.

Encourage and support industry associations to formulate and implement professional standards for dust pollution prevention and control, and strengthen self-discipline management. Chapter 2 Prevention and Control Responsibilities Article 7 The municipal government shall uniformly lead the city's dust pollution prevention and control work, establish a dust pollution prevention and control overall coordination, long-term management and information sharing mechanism, study and formulate relevant policies and measures, and coordinate cross-regional dust pollution prevention and control.

Municipal and district (city) people's governments should incorporate the prevention and control of dust pollution into environmental protection planning and environmental protection target responsibility systems, and establish ecological environment, housing and urban and rural development, urban management, transportation, natural resources and planning, A joint meeting system attended by water conservancy, public security and other departments to study and formulate relevant policies and measures to protect and improve the quality of the atmospheric environment.

The township (town) people's government and sub-district offices are responsible for the supervision and implementation of dust pollution prevention and control within their jurisdiction, and do relevant specific work in accordance with the arrangements of the higher-level people's government and relevant departments.

Village (resident) committees should assist in the prevention and control of dust pollution, promptly discover, discourage and report illegal dust pollution activities, and cooperate with relevant departments to deal with them in accordance with the law. Article 8 The competent department of ecological environment is responsible for the unified supervision and management of the prevention and control of dust pollution within its own administrative area, and is responsible for the supervision and management of the prevention and control of dust pollution during the mining and restoration of industrial enterprises and open-pit mines.

Other relevant departments shall carry out the supervision and management of dust pollution prevention and control in accordance with the following division of responsibilities:

(1) The competent department of housing and urban-rural development shall be responsible for the construction of housing construction and municipal infrastructure projects, and the construction of housing expropriation procedures on state-owned land. Supervision and management of the prevention and control of dust pollution in (structure) demolition projects and other projects; responsible for the supervision and management of the prevention and control of dust pollution in construction waste management and resource utilization management;

(2) The urban management department is responsible for the area under its direct jurisdiction Supervision and management of dust pollution prevention and control on municipal roads, public places and public facilities, as well as pipe networks, gas, heat, greening projects, construction waste transportation management and consumption in public areas;

(3) The competent department of transportation is responsible for the supervision and management of dust pollution prevention and control during the construction of transportation projects, maintenance of roads, ports and terminals;

(4) The competent department of natural resources and planning is responsible for the reserve land to be developed, etc. Supervision and management of dust pollution prevention and control;

(5) Water conservancy authorities are responsible for the supervision and management of dust pollution prevention and control within the management scope of water conservancy projects, rivers and reservoir areas;

(6) Public Security The traffic management department of the agency is responsible for setting prohibited and restricted areas and times for dust-prone material transport vehicles, investigating and punishing road traffic violations in accordance with the law, and cooperating with the urban management department to carry out joint law enforcement inspections of dust-prone material transport vehicles;

(7) Other departments responsible for the prevention and control of dust pollution shall carry out work related to the prevention and control of dust pollution in accordance with their respective responsibilities and the division of labor of people's governments at all levels. Article 9 Construction units shall abide by the following provisions:

(1) Formulate assessment and prevention measures for dust pollution, and include them in the environmental impact assessment documents of construction projects;

(2) According to Provide rate standards to include the cost of dust pollution prevention and control in the project cost, and specify it in the construction contract, and allocate it in full and on time;

(3) Clarify the dust pollution prevention and control responsibilities of the construction unit and include it in the project cost Bidding documents and construction contract;

(4) Supervise the implementation of dust pollution prevention and control responsibilities by construction units in accordance with the construction contract. Article 10 The construction unit shall assume the responsibility for the prevention and control of dust pollution during project construction and formulate specific implementation plans for the prevention and control of dust pollution during construction.

Construction units engaged in housing construction, municipal infrastructure construction, river regulation, building demolition and other construction units shall register with the competent department responsible for the supervision and management of dust pollution prevention and control.
