Article 3 The prevention and control of dust pollution follows the principles of government leadership, departmental supervision, territorial management, public participation, prevention first, comprehensive management, and liability for damage. Article 4 People's governments at all levels, relevant departments and units shall strengthen publicity and education on laws and regulations on the prevention and control of dust pollution, and improve the public's awareness of environmental protection and the concept of the rule of law.

Municipal and district (city) people's governments should incorporate the prevention and control of dust pollution into environmental protection planning and environmental protection target responsibility systems, and establish ecological environment, housing and urban and rural development, urban management, transportation, natural resources and planning, A joint meeting system attended by water conservancy, public security and other departments to study and formulate relevant policies and measures to protect and improve the quality of the atmospheric environment.
The township (town) people's government and sub-district offices are responsible for the supervision and implementation of dust pollution prevention and control within their jurisdiction, and do relevant specific work in accordance with the arrangements of the higher-level people's government and relevant departments.
Village (resident) committees should assist in the prevention and control of dust pollution, promptly discover, discourage and report illegal dust pollution activities, and cooperate with relevant departments to deal with them in accordance with the law. Article 8 The competent department of ecological environment is responsible for the unified supervision and management of the prevention and control of dust pollution within its own administrative area, and is responsible for the supervision and management of the prevention and control of dust pollution during the mining and restoration of industrial enterprises and open-pit mines.
Other relevant departments shall carry out the supervision and management of dust pollution prevention and control in accordance with the following division of responsibilities:

(4) The competent department of natural resources and planning is responsible for the reserve land to be developed, etc. Supervision and management of dust pollution prevention and control;
(5) Water conservancy authorities are responsible for the supervision and management of dust pollution prevention and control within the management scope of water conservancy projects, rivers and reservoir areas;
(6) Public Security The traffic management department of the agency is responsible for setting prohibited and restricted areas and times for dust-prone material transport vehicles, investigating and punishing road traffic violations in accordance with the law, and cooperating with the urban management department to carry out joint law enforcement inspections of dust-prone material transport vehicles;
(7) Other departments responsible for the prevention and control of dust pollution shall carry out work related to the prevention and control of dust pollution in accordance with their respective responsibilities and the division of labor of people's governments at all levels. Article 9 Construction units shall abide by the following provisions:
(1) Formulate assessment and prevention measures for dust pollution, and include them in the environmental impact assessment documents of construction projects;

Article 10 The construction unit shall assume the responsibility for the prevention and control of dust pollution during project construction and formulate specific implementation plans for the prevention and control of dust pollution during construction.
Construction units engaged in housing construction, municipal infrastructure construction, river regulation, building demolition and other construction units shall register with the competent department responsible for the supervision and management of dust pollution prevention and control.
