What are the preferential policies for rural subsistence allowance households?

The preferential policies and standards for low-income households in each region are also different.

The following mainly introduces preferential policies such as medical assistance, heating assistance, and school discounts.

Preferential policies for subsistence allowance households are due to uneven regional development, so the subsistence allowance standards of each province and city are also very different. Taking Fushun City, Liaoning Province as an example, this paper introduces its subsistence allowance treatment standards.

1. Medical assistance: Urban medical assistance and urban residents’ medical insurance are implemented in parallel. The personal payment part of the subsistence allowance recipients (including the deductible and personally paid hospitalization medical expenses) is reimbursed at a rate of 60% of medical assistance. The maximum annual assistance limit for outpatient medical care is 50 yuan per person, and the maximum annual assistance limit for inpatient medical care is 2,500 yuan per person; 30% assistance for inpatient medical treatment is provided to marginal households living on the subsistence allowance, and the maximum annual assistance limit is 1,500 yuan per person.

2. Heating assistance: 100% subsidy for the "Three Without Persons" among urban subsistence allowance households, 80% subsidy for general subsistence allowance households, and 40% subsidy for marginal urban subsistence allowance households (the heating assistance area is 60 square meters within).

3. Funeral assistance: Minimum living allowance recipients are exempted from five basic funeral service fees: including ordinary vehicle body transportation (160 yuan/time in urban areas, 350 yuan/time in Fushun County, Qingyuan Manchu Autonomous County and Xinbin Manchu 370 yuan/time in autonomous counties); storage in ordinary refrigerated (frozen) cabinets within 3 days (150 yuan/3 days in urban areas, 90 yuan/day in three counties); cremation with ordinary cremation equipment (140 yuan/container); 1 ordinary toilet paper coffin (urban areas) and Fushun County 120 yuan, Qingyuan and Xinbin 100 yuan); 1 ordinary urn (urban area 200 yuan, three counties 100 yuan). Funeral reductions and exemptions are implemented specifically by the Municipal Funeral Management Office.

4. School discounts: According to the provisions of Fucaijiao [2006] No. 13 8 document, urban subsistence allowance recipients now enjoy free tuition and miscellaneous fees, free textbook fees, and living allowances for boarding students in rural compulsory education (referred to as "Two exemptions and one subsidy") policy; assistance will be provided at 50% of the urban subsistence allowance household's schooling assistance standard.

In addition, different regions have formulated different preferential policies for low-income households to apply for low-rent housing or affordable housing and pay for water, electricity, gas, and heating.
