Dear leaders:
First of all, leaders are very welcome to visit our region for investigation, inspection and guidance, and sincerely thank them for their long-term concern, support and help in rural drinking water safety in our region! Below, according to the arrangement of the meeting and entrusted by the district head, I made a brief report on the rural drinking water safety work:
1. Basic information
It is a major grain-producing county in China and a key grain-producing county in the whole province, a core area of national agricultural comprehensive development, and a central area of Xiangjiaba Irrigation District. Since 2xx, according to the arrangements of the central, provincial and municipal governments, our district has started to implement rural drinking water safety projects. During the "Eleventh Five-Year Plan" period, the total investment of rural drinking water safety projects in the whole region was 48.44 million yuan, including 28.757 million yuan from the central government bonds and 19.683 million yuan from local facilities, and 3,66 drinking water projects were built, including 44 centralized water supplies and 3,22 decentralized water supplies, which solved the drinking water safety problems of 84,4 people in 16 towns and villages, accounting for 42.2% of the total number of people with unsafe drinking water in the whole region.
II. Main measures
(1) Strengthen leadership and implement work responsibilities at different levels. Set up a "Leading Group for Drinking Water Safety for Rural Population" with the district head as the team leader, the deputy secretary in charge of the district party committee and the deputy head of the district government as the deputy team leader, and the main leaders of water affairs, development and reform, auditing, supervision, finance and other relevant departments as members, and set up a special working organization to implement specific staff. At the same time, the rural drinking water safety work will be incorporated into the target management system of the district government, the target responsibility book will be signed, the construction tasks, time nodes and responsible persons of the rural drinking water safety project will be defined, and the work responsibilities will be implemented at different levels.
(2) standardize procedures to ensure the quality of engineering construction. In strict accordance with the basic construction procedures stipulated by the state, do a good job in the planning, feasibility study and preliminary design of rural drinking water safety projects. Strictly implement the planning card system, bidding system, government procurement system, patrol supervision system, contract system, publicity system and district-level reimbursement system, conscientiously implement the Regulations on Quality Management of Construction Projects, establish and improve an all-round and whole-process quality supervision system, and effectively ensure the construction quality of rural drinking water safety projects.
(3) Market operation, giving full play to the project benefits. In order to meet the requirements of the development of market economy, further strengthen the management of water supply projects in towns and villages, ensure the continuous benefit of water supply projects, and strive to achieve the goal of "nourishing water with water", our district has set up a water supply limited liability company to implement a unified management, independent accounting, self-financing and reimbursement management model for large centralized water supply projects. At present, the company has managed 11 centralized water supply projects, with an annual water supply of 85, cubic meters and an annual sales income of 1.45 million yuan. The corporate management mode of township water supply stations is gradually on the right track.
(4) returning fish to the reservoir to ensure the safety and hygiene of water quality. Since 2xx, our region has invested more than 8 million yuan in special funds. In view of the outstanding problems of fish farming and over-breeding in reservoirs, we have taken the lead in returning fish to reservoirs in the province. By withdrawing the contracted management right of water < P > reservoirs, we have completely banned cage fish farming and fish farming in reservoirs, and made efforts to change the water environment and ensure the safety of water sources. At present, all reservoirs in the region have terminated withdrawing the contracted management right. At the same time, vigorously carry out special rectification of pollution sources such as farmhouses and farms around the reservoir, put an end to the stacking of garbage and harmful substances, eliminate "point" pollution, cut off "source" pollution, and prevent water quality from being artificially damaged. Judging from the recent sampling inspection of reservoir water quality, the water quality of reservoirs in our region has been obviously improved, reaching the second-and third-class water quality standards of the National Environmental Quality Standard for Surface Water, and meeting the conditions of the first-and second-class protected areas of the national surface water source for domestic drinking water. Twelve reservoirs have been included or included in the construction plan of human drinking water project in advance.
III. Suggestions
In recent years, with the care and support of relevant departments at all levels, the rural drinking water safety work in our region has achieved certain results, but there are still some difficulties and problems, mainly as follows:
First, the project construction funds are insufficient. From 2xx to 2xx, the price of raw materials for rural drinking water safety projects in our region increased by 3-6%, and the labor wage increased by more than 14%. However, the standard of rural drinking water safety projects is still the standard of the Eleventh Five-Year Plan, and the pressure on construction funds is considerable. Suggestion: appropriately raise the per capita subsidy standard for rural drinking water safety.
second, there are many engineering construction procedures. Rural drinking water projects are large in number, small in scale and widely distributed, and the construction progress of individual projects is relatively lagging behind due to strict implementation of capital construction procedures. Suggestion: Simplify the procedures for small and micro rural drinking water projects.
thirdly, the project operation cost is high. The electricity price used in rural drinking water projects is between .78 yuan and .88 yuan/kwh, which is on the high side. In addition, the personnel expenses, water resources fees and operation and maintenance fees are increasing year by year. Taking the year of 2xx as an example, the average water supply cost of the water supply station in the town of our district is 3.4 yuan/ton, while the average water price is only 1.84 yuan/ton, and the water price and cost are upside down. Suggestion: rural drinking water safety project electricity price should be implemented by agricultural discharge electricity price, and some special subsidies should be given at the same time.
fourthly, it is more and more difficult to obtain land for water plant construction. In the past, the construction land of waterworks was only used without expropriation, and the general compensation standard was 3,-4, yuan/mu, but the land use procedures were not perfect. At present, all newly-built water plants are required to go through the formalities of occupation or requisition in strict accordance with relevant regulations, and the cost is about 2, yuan/mu, resulting in a serious shortage of project funds and complicated procedures, which affect the project progress. Suggestion: simplify the construction land use procedure as much as possible and reduce the related expenses.
During the 12th Five-Year Plan period, our district will newly solve the drinking water safety problem of rural population with 143,9 people, which is an arduous task and a great responsibility. In the future work, we will conscientiously implement the spirit of the No.1 Document of the Central Committee this year, seize the historical opportunity of water conservancy reform and development, further raise awareness, add measures, strengthen implementation, complete the objectives and tasks of rural drinking water safety construction with good quality and quantity, actively explore the new mechanism of project operation management, and make new and greater contributions to sound and rapid economic and social development. In order to conscientiously implement the spirit of the provincial, municipal and county rural drinking water 1-day conference and ensure that the rural drinking water safety project in our town is completed on schedule, the town party committee and government attach great importance to it, carefully organize and carefully deploy it, and take this work as an important work in our town, so as to make early arrangements, early deployment and implement responsibilities and funds. So far, the rural drinking water safety project in the town has completed 85.78% of the total tasks. We ensure that the planned tasks will be fully completed before March 25th.
I. Work measures
(1) Strengthen leadership, organize and deploy carefully, and provide organizational guarantee. The 1-day conference on rural drinking water safety is not only an important measure to expand domestic demand and stimulate the economy, but also a livelihood problem that needs to be solved urgently by the people, and it is also a huge political task. In order to ensure the quality and quantity of rural drinking water safety project completed on time, the Party committee and government of our town attached great importance to it. After the "Hundred Days Congress Battle" was held in the county on December 1, 2xx, a special meeting of the team was held in our town on December 11, and a leading group of "Hundred Days Congress Battle" with the mayor as the team leader, the leaders in charge as the deputy team leader, and the members of the resident teams, cadres and village directors as the members was immediately established. Working groups and supervision teams with resident cadres as members, and formulated the implementation plan of "1-day General Assembly Campaign". On December 12, the mobilization meeting of the 1-day General Assembly Campaign on Rural Safe Drinking Water Safety in nine beneficiary villages was held, with clear objectives and responsibilities, and publicity banners and slogans were hung to create a publicity atmosphere.

each beneficiary village has worked out a practical implementation plan based on its own reality, and made it clear that the village director is the first person in charge, and personally worked out the back-counting schedule. The working group sent by the town has truly commanded and urged the front, ensuring that the rural safe drinking water project is scheduled on Tuesday and Monday and ranked on Monday.
technically, the water supply project is built in strict accordance with the principle of "planning and design first, then organizing construction", "water quality first, water quantity later, concentration first, dispersion later, emphasis first, general later". Considering the follow-up management and maintenance, so that the project can run normally after completion and bring benefits into play, we advocate adopting the circulation and corporate management mode. Seven of the nine beneficiary villages in the town have adopted corporate management, which has solved the problems of follow-up management and maintenance and made it play a long-term role.
II. Completion
This rural drinking water safety project in the town involves 9 administrative villages, and the project solves the drinking water problem of 7, people, with a project capital of 2.1 million yuan. By March 11th, Wushi and Hexia have completed their tasks in an all-round way, with Zixi completing 96%, Tianzhu Gang 98%, Aojiafang 95%, Changzhu 75%, Moxi 86%, Hengling 72% and Dengjiatian 5%. The total investment of the town has exceeded 5 million yuan. The specific implementation situation of 9 villages is as follows:
1. In wushi village, it is planned to solve 253 people, adopt the method of deep water well without tower pressurization, and introduce the management of private water supply company, with a total investment of more than 18, yuan to solve more than 6 people with drinking water difficulties. The project was completed before the end of January.
2. In Hexia Village, the plan is to solve the problem of 238 people with drinking water difficulties. As the population is settled in the towns near the town government, Yinhe Town Central Water Supply Company extended the pipe network to solve the problem, 81 households with 365 people have been solved, with a total investment of 14, yuan. The project was completed before the end of January.
3. Zixi Village, this plan has solved 2,263 people with drinking water difficulties, which is the village with the largest population, the widest scope and the earliest start of the project in our town. In August of 2xx, due to the drought, it was difficult for people to drink water. Villages and groups began to solve the drinking water problem by themselves. There were three water sources in the village, two of which were the deepest water towers, with a total capacity of 1 tons, 221 households and 863 people. In one place, 536 households with a population of 2,412 were introduced, and the total population was 3,275. Due to the abnormal rural power supply and power outage, 2 tons of standby water tower is planned to be built. At present, land acquisition and bulldozing have been completed, and the drawings of water tower are being designed. It is expected that the water tower will be completed by the end of March, with a total investment of more than 2 million yuan in the village.
4. In Aojiafang Village, 932 people are planned to be provided with centralized water supply by deep water towers. At present, deep water wells and two 1-ton steel-concrete water towers have been connected in series, and all the supervisors have been installed. More than 4 households with a population of 1,625 people have entered the village. Ten days later, disinfection, water storage and water supply will be carried out after the water towers are dry, with an investment of about 5, yuan and 94.5% of the plan.
5. Tianzhu Gang Village, 623 people will be settled in this plan, and centralized water supply will be adopted to solve the problem. The plan covers the whole village. The construction of water wells has been completed, and a 2-ton water tower < P > is managed by the cost accounting of the village committee. More than 3, yuan of special funds have been invested, and 166 households have been installed to solve the problem of 664 people. The planned tasks have been completed, but those in need are being further extended and installed.
6. In Moxi Village, 872 people were settled in this plan, and deep wells were used to build water towers for centralized water supply. Because it was difficult to find water in the early stage, it was successful to find three water points, which delayed the time. Up to now, more than 2,8 meters of water diversion pipes have been installed, and more than 236 households have been installed. The 2-ton water tower has also been basically completed, and 86% of the plan has been completed.
7. In Changzhu Village, 612 people are settled in this plan, and a 25-ton water tower is built by using deep wells. The water supply can cover 13 natural villages in the village. Due to the scattered distribution, the pipe network is far away, and at the same time, it is equipped with tower-less pressurization (two water finding points in the early stage delayed the time). Up to now, 138 farmers have been installed, and the tower has been pressurized without towers, and the water supply has been completed today.
8. In Hengling Village, 385 people are settled in this plan. Because the village belongs to alpine landform, the people are scattered, the population is not concentrated, and there are many mountain springs without pollution, we should adjust measures to local conditions, take the natural village as a unit, and set up water use associations on the premise of meeting actual needs, and manage them separately. Up to now, four water towers of 1 tons, 15 tons and 2 tons have been built. However, due to the influence of rainy weather and inconvenient transportation in the previous stage, pipes are being buried and laid, and 72% of the plan has been completed. It is estimated that it will be fully completed before March 24.
9. In Dengjiatian Village, 812 people were settled in this plan, and centralized water supply was adopted by deep wells and water towers. However, water was not found in four water points in the whole village in the early stage, and the existing water point was not found until March 2, so the deep wells were just drilled, and the water quality test was completed. The water tower was purchased from the 316-ton water tower in Niulantang Breeding Community, which was completed last year. By March 11, all the pipes had been transferred.
Although we have done some work and made some achievements, there is still a certain gap from the requirements of our superiors. There are 36 enterprises and institutions in the market town. Tap water radiated to more than 85 households and more than 3,5 villagers in Liulinjiang Village, Dalongwei Village, Heyehu Village and Tian Xin Pingcun Village.

The tap water in Qiaokou Community was built in October 1976. The well is located at Maojia Lake beside Guzheng Street, with a depth of 127 meters and a sunrise water volume of over 1,2 tons.
