The provincial public security organ is the competent department for highway traffic safety in the province. It implements unified management of highway traffic safety in the province. Its subordinate public security and traffic management department is responsible for the highway traffic safety management of the province. Coordination and guidance. Public security and traffic management departments at all levels along the expressway are responsible for the supervision and management of expressway traffic safety within their respective jurisdictions.

Article 7 Highway maintenance workers shall wear uniform safety uniforms when working. The public security and traffic management department shall assist in maintaining traffic order at the work site. Article 8 When a highway is damaged due to a natural disaster and traffic is seriously blocked, the highway management department shall take emergency measures to restore traffic as soon as possible. The transportation department of the people's government at or above the districted city level should mobilize emergency repair forces in a timely manner, make overall arrangements for relevant operation plans, issue road network dispatch instructions, and cooperate with relevant departments to organize detours and diversions. Article 9 The provincial highway management department shall strengthen the supervision and management of highway maintenance, formulate highway maintenance and repair plans, regularly analyze road condition data such as the technical status of highways and bridges, and evaluate the integrity and maintenance of highways and their ancillary facilities. The quality shall be inspected; for those that fail to meet the requirements of highway technical specifications, the highway maintenance unit shall be instructed to take measures within a time limit to repair the road in a timely manner to ensure safe and smooth traffic. Chapter 3 Road Administration Article 10 prohibits the following behaviors that endanger highway driving safety:
(1) Setting up damaging objects and obstacles to hinder vehicle movement;

(8) Other behaviors that endanger highway driving safety.
Article 11 In addition to highway maintenance and repair operations, road-related construction activities that require administrative licensing according to law shall go to the provincial highway management department to apply for administrative licensing procedures in accordance with the provisions of the "Highway Safety Protection Regulations" of the State Council; affecting traffic safety If necessary, the consent of the public security and traffic management department must be obtained.
Those who use expressway land and facilities should be given corresponding economic compensation in accordance with relevant national regulations. If the expressway and its facilities are damaged, they should be repaired according to no less than the original technical standards. Article 12 The standard distance from the outer edge of the highway land to the outside of the highway construction control zone is 50 meters.
It is prohibited to construct permanent engineering facilities within the highway construction control area.
Buildings, ground structures and other facilities constructed outside the highway construction control area shall not block highway signs or hinder safe sight distance. Article 13 Without the approval of the provincial highway management department, no unit or individual may set up signs, billboards, slogans, or promotional materials on highway land and toll stations and other facilities.
