1． Determine recruitment indicators and implement recruitment responsibilities

(1) Determine recruitment indicators for each province. In mid-April, the National Project Office comprehensively considered factors such as the recruitment situation over the years and the overall quality of volunteers, the proportion of completed undergraduate recruitment over the years, the recruitment capacity intentions of each province in 2010, and the planned dispatch quotas of each service province to determine the number of volunteers corresponding to each service province. (2) Determine recruitment indicators for colleges and universities. In late April, the project offices of each recruiting province will notify all eligible colleges and universities in the province (that is, the colleges and universities listed in the "2009 National General Colleges and Universities List" of the Ministry of Education) of relevant information about the recruitment of the Western Plan. ).

In late May, when the provincial recruitment project office allocated recruitment quotas for colleges and universities in the province, it made a unified plan for the province’s recruitment work on the basis of ensuring that the proportion of volunteers with a bachelor’s degree or above in the province was not less than 85%. . 2． Complete the preparations for online registration

(1) Create a list of recruiting colleges and universities in the Western Planning Information System. Before May 6, each recruiting province shall determine the list of participating universities in the province through application by universities and confirmation by the provincial project office, and enter it into the Western Plan Information System.

(2) A dedicated person will be responsible for online recruitment. Before May 6, each recruiting provincial project office and university project office must designate a dedicated person to be responsible for using the Western Plan information system on the Western Plan website and provide training to university project office staff. At the same time, it is necessary to carefully back up volunteer data according to relevant time points to cope with possible adjustments.

3. Registration review

(1) Online registration. From April 17th to May 26th, registered students can log on to the Western Plan website and the Chinese Volunteers website to check the relevant situation and fill in the registration information.

(2) Print the registration form. Registered students download and print the "Registration Form" from the Western Planning Information System.

(3) Submit the form. The registration form must be signed by the counselor or the person in charge of the youth league committee of the college or department, and stamped by the party organization of the college (department) where it is located, and then submitted to the project office of the school before May 26.

(4) Review. After receiving the student's "Registration Form", the university project office will promptly review the authenticity of the information filled in the online registration. After the review, fill in the review opinions in the Western Planning Information System.

4. Selection of volunteers

(1) Selection criteria.

h. Priority will be given to those whose registered residence is in the western region before admission

i. Priority will be given to fresh college graduates and current graduate students who have been admitted as graduate students

j. Volunteers who participate in the grassroots youth work special action should have more than one month of grassroots work and volunteer service experience, or have received commendations and awards at the school level and above, and have served as the main person in charge of youth league organizations at all levels

(2) Written test and interview. Starting from May 26, under the guidance of the provincial project office, each university project office will examine the political and ideological quality, academic performance, volunteer service experience, etc. of the registered students based on the recruitment indicators and service positions of the school, and organize the evaluation of the registered university graduates. Students will conduct written tests and interviews to select volunteers based on merit. It is necessary to coordinate with the school's Academic Affairs Office, Student Affairs Department (office) and other relevant departments to conduct interviews one by one for selected applicants. Qualified colleges and universities must conduct psychological tests, and the interview results must be recorded in writing. Entrusted by the Provincial Project Office, volunteers who pass the interview will sign a "Recruitment Agreement" in a timely manner. Qualified recruiting provinces can further conduct selection by organizing centralized written examinations, interviews, etc. on the basis of university selection.

(3) Unified physical examination. Before June 5, the recruitment provincial project office will uniformly designate a time and hospital to organize a centralized physical examination for selected applicants (see attachment 2 for physical examination items). Those who fail the physical examination must be replaced in time.

During the service period, all expenses incurred by volunteers due to lax physical examination leading to recurrence of past diseases will be borne by the recruiting province and the project office of the recruiting university, and the recruitment qualification of the recruiting university in the next year will be cancelled.

(4) Announcement and admission of volunteers. In mid-June, the university project office released the list of admitted volunteers and posted it on the campus website for three days. If there are no objections, the list of volunteers will be submitted to the recruitment provincial project office. After the recruitment provincial project office reviews the list of volunteers admitted by the province, it will be reported to the national project office through the Western Planning Information System three days after it is published on the website of the Youth League and Provincial Committee, and the results will be fed back to the service provincial project office in a timely manner.

The project offices of each recruiting province, the project offices of universities, and the project offices of each service province should communicate closely during the selection process to ensure smooth flow of information. If there are vacancies in service positions during the selection process of colleges and universities, they should promptly report the vacant positions to the provincial recruitment project office for replacement or return the vacant positions to the provincial recruitment project office, which will coordinate and complete the recruitment tasks. At the same time, the project offices of each university should strengthen management, make full use of the volunteer talent pool, and include all selected and unselected students to prepare for job changes and changes due to physical examinations and other reasons.

(5) Approval and confirmation

a. In late June, the National Project Office entrusted the provincial project offices of each recruiting province to issue "Confirmation Notices" to volunteers (indicating service positions, training registration time, location, and contact information).

b. In early September, the National Project Office compiled the list of on-duty volunteers through the Western Plan Information System and announced it to the public.
