I. General requirements

(I. Adhere to normal prevention and control. Local cultural and tourism administrative departments shall, in accordance with the principle of territoriality, strictly abide by the requirements of the local epidemic prevention and control headquarters, and formulate epidemic prevention and control plans and emergency plans for cultural markets, including performance venues, in combination with the actual situation in the region, and make dynamic adjustments in a timely manner. We must always tighten the string of epidemic prevention and control, resolutely overcome paralysis, war-weariness, luck and relaxation, comprehensively investigate loopholes in prevention and control, pay close attention to key links in prevention and control, earnestly implement prevention and control requirements, and pay close attention to the normalization of epidemic prevention and control to ensure safety.

(2) adhere to an orderly and open policy. On the premise of fully taking epidemic prevention measures, medium-sized and below commercial performances can be held in low-risk areas with the consent of local party committees and governments. Suspend the new batch of foreign-related commercial performances involving Hong Kong, Macao and Taiwan (except for the cast members who are already in China), and temporarily cancel the live interactive links before and after the performances. In high-risk areas, commercial performances will be suspended.

(3) insist on making an appointment to limit current. The performance venues that are reopened shall strictly implement the personnel reservation and current restriction measures. The number of spectators in theatres and other performance venues shall not exceed 5% of the number of seats in theatres, and they shall sit at intervals to ensure a safe distance. For a comprehensive performance venue with multiple theatres, different theatres should enter and leave the venue at different times or through different paths, and strengthen overall scheduling, and arrange special personnel to do on-site guidance to avoid people gathering. Commercial performances are held in song and dance entertainment places, tourist attractions, theme parks, amusement parks, hotels, restaurants, bars, restaurants, LiveHouse and other places, and the performance organizers shall arrange staff to do a good job of personnel guidance at the scene.

II. Management of prevention and control of places

Before and after each performance, the stage area, audience area, dressing room, passageway, entrance and exit, administrative office space and other public areas should be thoroughly cleaned and disinfected (it is recommended to use chlorine-containing disinfectant with effective chlorine of 5mg/L).

(6) Strengthen ventilation. Natural ventilation should be the first choice for performance venues when conditions permit. If the central air conditioning ventilation system is used, check whether the equipment is normal before opening, clean the cooling tower, etc., and keep the new air outlet clean; Run with the maximum fresh air volume during operation, strengthen the sanitary management of cooling water and condensed water, and regularly clean, disinfect or replace equipment and components such as air supply outlets; When there are confirmed cases and suspected cases, the central air conditioning and ventilation system should be closed and cleaned and disinfected under the guidance of the disease control department.

Protective equipment should be checked regularly and replaced in time.

The performance venue should be set up (temporary isolation zone, which is relatively independent in location, with reminder signs, safe and effective protective equipment, and designated person in charge, in case the personnel have fever and other symptoms, they should be temporarily isolated immediately.

(1) Strengthen epidemic prevention propaganda. The performance venue should strengthen the popularization of epidemic prevention and control knowledge in a conspicuous position by setting up warning signs, placing promotional materials, electronic display screens and other ways, and enhance the awareness of epidemic prevention and control of employees and consumers.

(11) Investigate potential safety hazards. Performance venues should promptly investigate the storage of disinfection products, power management and other security risks, and strengthen self-inspection and self-inspection in accordance with the relevant provisions of the Notice of the Ministry of Culture on Implementing the Responsibility for Safe Production and Strengthening the Work of Safe Production in the Cultural Market (Wen Shi Fa [] No.5), which does not meet the safety conditions.

Try to compress unnecessary cast members in each performance and keep a certain distance. The per capita dressing room area of actors is not less than 5 square meters.

The performance venue shall be equipped with facilities and equipment for measuring body temperature, and special personnel shall be arranged to be on duty. Audiences must wear masks, take their body temperature and show their health codes when entering the performance venue. If the audience refuses to wear a mask or has abnormal body temperature, they shall be refused entry.

(15) Strengthen on-site inspection. The performance venue shall arrange special personnel to manage the performance site, and remind the audience to wear masks scientifically and keep a safe distance during the admission, exit and performance.

IV. Employee health management

(XVI. Do a good job in employee health monitoring. The performance venue should do a good job in employee health management according to the requirements, establish an Employee Health Record Form, conduct temperature tests on employees twice a day, and keep abreast of employees' health status and travel trajectory. Found that employees have symptoms such as fever, cough, fatigue, nasal congestion, runny nose, sore throat, diarrhea, etc., and arranged to see a doctor in a designated medical institution in time, and followed up the relevant situation.

(XVII) instruct employees to do personal protection. The performance venue shall promptly train employees in the aspects of normalized epidemic prevention and control measures and emergency response, and urge employees to master the knowledge of epidemic prevention and control, personal protection, health and emergency response, and do a good job in personal protection.

(XVIII) Reduce the concentration of employees. According to the actual situation, employees should go to work at the wrong time, work flexibly or work at home. Employees should wear masks, cover their nose and mouth with paper towels or use elbow arms when sneezing, so as to urge employees to stay away from each other. Strengthen the management of employees' dining, and encourage the implementation of off-peak dining and scattered dining. Scientific management of work meetings, reducing the frequency and duration of meetings. Remind employees to reduce unnecessary going out, try to avoid dense crowds and avoid staying in public places for a long time.

V. Handling of abnormal situations

(19) Establish a communication mechanism. The performance venue shall establish an epidemic emergency communication mechanism to understand the contact information of health administrative departments, disease control institutions, nearby designated medical institutions and community health service centers, and ensure that all employees know. Smooth the reporting channel of epidemic situation, and report the epidemic situation to the local health administrative department, culture and tourism administrative department in a timely manner.

If there is a suspected epidemic situation in the performance venue, it should immediately start the emergency plan, do a good job in on-site management, avoid panic, take corresponding epidemic prevention and control measures under the guidance of professional institutions, cooperate with relevant departments to do a good job in the investigation and management of close contacts and temporarily close the venue.

VI. Safeguards

(XXI. Strengthen organizational leadership. Local cultural and tourism administrative departments should strictly implement the responsibility of territorial management, improve the ability of prevention and control and emergency response, strengthen the linkage with local health administrative departments, and ensure the smooth and orderly opening management.

(22) Strengthen the information verification of foreign cast members. When examining and approving commercial performances involving cast members from foreign countries or Hong Kong, Macao and Taiwan regions (cast members are already in China), the administrative departments of culture and tourism shall verify the approval documents, entry and exit records and other information of the relevant cast members' latest performance in China, and the performance organizers shall cooperate with the cast members to do a good job in physical health examination and make a written commitment.

(23) Strengthen supervision and inspection. Local cultural and tourism administrative departments should strengthen the inspection and supervision of performance venues that have resumed opening, investigate and deal with illegal business practices according to laws and regulations, find hidden dangers in time and deal with them effectively, effectively protect the legitimate rights and interests of consumers, and maintain the order of market operation.

(24) Strengthen emergency management. Local cultural and tourism administrative departments shall, in accordance with the emergency plan, clarify the emergency measures and disposal procedures for epidemic prevention and control, safety emergencies, carry out investigation, evaluation and publicity and training, report any abnormal situation in a timely manner, and urge and guide the temporary closure of places.
