Chapter 1 General Provisions Article 1 In order to prevent and mitigate natural disasters such as floods, typhoons, and droughts, and ensure the safety of people's lives and property, in accordance with the "People's Republic of China and Flood Defense Law" and "The People's Republic of China's Flood Control Law" * The Emergency Response Law of the People's Republic of China, the Regulations of the People's Republic of China on Flood Defense, the Regulations of the People's Republic of China on Drought Relief, the Natural Disaster Relief Regulations and other relevant laws and administrative regulations, combined with the actual situation of the province, this document is formulated regulations. Article 2 These regulations shall apply to flood prevention, typhoon and drought relief activities within the administrative region of this province. Article 3: Flood prevention, typhoon and drought relief work adheres to the principle of putting life first and safety first, giving priority to prevention, combining prevention and relief with rescue, ensuring key points and overall planning. Article 4 The people's governments at or above the county level shall strengthen the leadership of flood prevention, typhoon and drought relief work in the region, incorporate flood prevention, typhoon and drought relief work into the national economic and social development plan, include the funds required for flood prevention, typhoon and drought relief work into the fiscal budget, establish and improve flood prevention, typhoon and drought relief work. (6) Start, adjust and end emergency response in accordance with the flood control, typhoon and drought relief emergency plan;

(7) Supervise and guide post-disaster recovery and reconstruction work;

(8) Other duties stipulated in laws, regulations and rules. Article 7 The emergency management department of the people's government at or above the county level shall be responsible for the daily affairs of the flood prevention, typhoon and drought relief command organization, and shall be responsible for guiding the prevention, reduction and relief of natural disasters such as floods, typhoons, droughts and other natural disasters. Coordinate flood prevention, typhoon and drought relief emergency rescue, and coordinate and promote the construction of emergency rescue forces.

Other departments and units responsible for flood prevention, typhoon and drought relief, such as water administration, natural resources, housing and urban-rural construction, agriculture and rural areas, and meteorology, shall do a good job in accordance with their respective responsibilities and the requirements of the flood prevention, typhoon and drought relief emergency plan. Management agencies of various development zones (parks) where flood prevention, typhoon and drought relief work are not included in territorial management shall clearly define the specific work agencies responsible for flood prevention, typhoon and drought relief. (7) Statistics of disaster situations;

(8) Other duties stipulated in laws, regulations and rules.

The township people's government and the sub-district office should clarify the flood prevention, typhoon and drought relief command organization with the main person in charge as the commander. The specific working organizations responsible for daily affairs shall be determined by the township people's government and the sub-district office. Article 9 The village (resident) committee shall assist the local people's government in the following flood prevention, typhoon and drought relief work:

(1) Carry out flood prevention, typhoon and drought relief knowledge publicity and emergency drills;

(2) Convey information such as forecasts, early warnings, transfers, and disaster avoidance;

(3) Reserve emergency supplies for flood prevention, typhoon and drought relief in accordance with regulations;

(4) Organize the masses for self-rescue and mutual rescue ;

(5) Assist in disaster statistics and distribute relief materials;

(6) Other duties stipulated in laws, regulations and rules. Article 10 Citizens, legal persons and other organizations shall perform their obligations in accordance with the law in flood control, typhoon and drought relief, protect flood control, typhoon and drought relief engineering facilities, actively participate in flood control, typhoon and drought relief work, implement decisions and orders on flood control, typhoon and drought relief, and enjoy the rights stipulated in laws and regulations .

Governments, groups, enterprises and institutions should adopt various forms to carry out safety knowledge education on flood prevention, typhoon and drought relief, conduct emergency drills in a timely manner, and improve the ability of scientific disaster prevention and avoidance as well as self-rescue and mutual rescue.
