Article 7 The emergency management department of the people's government at or above the county level shall be responsible for the daily affairs of the flood prevention, typhoon and drought relief command organization, and shall be responsible for guiding the prevention, reduction and relief of natural disasters such as floods, typhoons, droughts and other natural disasters. (6) Other duties stipulated in laws, regulations and rules. Article 10 Citizens, legal persons and other organizations shall perform their obligations in accordance with the law in flood control, typhoon and drought relief, protect flood control, typhoon and drought relief engineering facilities, actively participate in flood control, typhoon and drought relief work, implement decisions and orders on flood control, typhoon and drought relief, and enjoy the rights stipulated in laws and regulations .
