In order to efficiently coordinate epidemic prevention and control and economic and social development, implement the requirements of "preventing the epidemic, stabilizing the economy, and developing security", further optimize various epidemic prevention and control measures, and continuously improve normalization scientific and precise level of prevention and control, and strive to achieve maximum prevention and control results at the minimum cost. The relevant matters are hereby announced as follows:

1. People coming to Xixi with a history of living in medium and high-risk areas must declare themselves in advance through the "Entry Declaration System" or report to the destination unit or community. Actively cooperate with the implementation of prevention and control management measures.

The health management measures of "7 days of centralized quarantine and 7 days of home quarantine" will be implemented for incoming personnel; the "7 days of centralized quarantine and 7 days of home quarantine" will be implemented for those coming to Xi'an with a history of traveling to medium and high-risk areas and counties; People coming to Xi'an from low-risk districts and cities across the region can move in an orderly manner if their health codes and itinerary cards are normal. Personnel with "*" on the itinerary card can pass in an orderly manner at the exit of "Two Stations and One Station" with a green health code and a 48-hour nucleic acid test negative certificate.

2. Personnel from outside the province and those with “*” on their itinerary should undergo a nucleic acid test within 48 hours after arriving in Wuhan. Key monitoring groups such as personnel in high-risk positions and employees in the service industry should take the initiative to conduct nucleic acid testing in accordance with industry regulations. Industry authorities and business entities should supervise and organize personnel in the industry and unit to conduct nucleic acid testing on a regular basis. For those who fail to implement nucleic acid testing at the specified time and frequency, a red warning will be given with a "doorbell code" and access to various market entities and public places will be restricted. After testing, the situation will return to normal.

3. Since June 14, the city has switched from regional nucleic acid testing to normalized convenient nucleic acid testing. According to the needs of the epidemic prevention and control situation, regional nucleic acid testing in a specific range will be organized from time to time to carry out nucleic acid screening more accurately and efficiently.

4. Our city has comprehensively built a “15-minute nucleic acid sampling service circle”. At present, nucleic acid sampling huts have been opened in an orderly manner as needed to provide citizens with convenient and fast nucleic acid testing services to meet the “all-in-one nucleic acid sampling service circle”. The testing requirements of "check if you are willing to check, check if you are willing to do so". The general public can check the addresses of nucleic acid sampling huts and fixed nucleic acid sampling points on the "Lingxi" APP.

5. Shopping malls, supermarkets, farmers’ markets, hotels, beauty salons, bars and other public places, as well as various transportation stations and public transportation, must guard the entrance gates and urge citizens to wear them in a standardized manner. Wear masks and implement measures such as scanning the "doorbell code" to ensure that "you must scan every time you enter." Staff should take the initiative to provide QR code scanning assistance to the elderly, children, etc. For establishments and industries that fail to implement prevention and control requirements such as code scanning and inspection as required, the competent authorities will order corrections. If serious consequences are caused, measures such as suspension of business and rectification will be taken in accordance with the law.

6. Medical institutions at all levels and retail pharmacies must give full play to their role as "sentinels" in epidemic prevention and control monitoring. Medical institutions must strictly implement pre-examination triage and first-diagnosis responsibility systems, and retail pharmacies must strictly purchase The information registration report of the "four categories of drugs" personnel for epidemic prevention and control ensures early detection and early reporting.

7. Tighten and consolidate the responsibilities of the "four parties". Party committees and governments at all levels must implement local responsibilities and carry out supervision and inspection on a regular basis to ensure that no dead ends are left in prevention and control work; industry authorities must fulfill regulatory responsibilities, strengthen management guidance, and ensure the orderly operation of various places; enterprises and institutions must implement the main responsibilities , establish and improve a management system to ensure that prevention and control measures are implemented; individuals must fulfill their self-management responsibilities, abide by epidemic prevention regulations, and actively cooperate in the implementation of epidemic prevention requirements. Anyone who causes the spread of the epidemic due to insufficient implementation of prevention and control measures or lax implementation of prevention and control requirements will be held legally responsible in accordance with laws and regulations.
