Speech on anti-smoking and anti-drugs

Many countries in the world are currently busy with "banning smoking". Smoking-free areas have gradually evolved from public places such as public transportation, cinemas, exhibition halls, shopping malls, banks, schools, hospitals, etc. Extends to offices and even residential areas. In March 2004, Ireland became the first country in the world to legislate the establishment of smoke-free public places. In less than three months, Norway also passed smoke-free legislation. It came into effect. Since then, 12 countries such as New Zealand, Italy, Spain, Guinea, Mauritius and Uruguay have successively launched the work of creating smoke-free workplaces and smoke-free public places.

In 2006, four EU countries have launched anti-smoking campaigns in public places. In addition, the Canadian government also makes it illegal to smoke in most public places such as government buildings and stores. What is even more instructive is that the Canadian government can impose a fine of up to 5,000 Canadian dollars on those who condone or fail to stop smoking in restaurants and bars. Thailand has included restaurants in non-smoking public places since 2002, and violators will be fined 2,000 baht.

On New Year’s Day 2007, Hong Kong’s smoking ban officially came into effect. Anyone who violates the smoking ban commits a crime and, upon summary conviction, may be fined up to HK$5,000 to HK$10,000. On July 1, 2009, the scope of the comprehensive smoking ban will be expanded to bars, clubs, nightclubs and other public places.

1. "Smoke-free Olympics" is imperative

Smoking is a serious public health problem in our country. Experts agree that smoking is "the biggest death hazard in China" . However, non-smokers are more seriously harmed by secondhand smoke than smokers. Inhaling smoke is the most damaging to the lungs and can cause a series of symptoms, the most serious of which is an increase in the incidence of lung cancer. At present, China has 350 million smokers and 5.4 billion second-hand smokers. The number of people who die from second-hand smoke every year has exceeded 100,000. This shocking figure makes the anti-smoking work even more imperative.

As the 2008 Beijing Olympics approaches, Beijing is working hard to spread the concept of "smoke-free Olympics" to every corner. The "Beijing 2008 Smoke-free Olympics Work Plan (Draft)" (Draft for Comments) has been initially determined. The plan plans to issue "smoking bans" to eight types of places before and after the 2008 Olympic Games in accordance with the arrangements of the Smoke-free Olympics Work Plan.

It stipulates that the Olympic Village, competition and viewing venues in Olympic venues are designated as "no-smoking areas", which means that there may not be smoking areas in Olympic venues such as the Bird's Nest and Water Cube, and at the same time, smoking areas must be maintained as much as possible Expand the scope of no-smoking places. Smoking is also prohibited on all means of transportation serving the Olympic Games. In addition, the sale of cigarettes is prohibited in the competition, training and living venues of athletes and coaches. At the same time, Beijing will also advocate a complete ban on smoking in the catering industry, or the establishment of "smoking areas" and "non-smoking areas".

2. Anti-smoking work in action

Beijing Shougang Basketball Center, as the home court of the Beijing Men’s Basketball Team, has implemented a comprehensive anti-smoking system since its completion, with installations in conspicuous locations on different floors. There are no-smoking signs, but every time the game is halftime, there are still many fans standing in the corridors and even in the bathrooms smoking.

There is also the Fengtai Sports Center Stadium, which is the home ground of the Beijing Guoan team. Although it has focused on improving the sanitary environment of the stadium, there are still no effective measures to control the smoking problem of fans. Zhong Liang, director of Fengtai Stadium, said: "We have always stipulated that smoking is not allowed in the venue, but it is difficult for us to manage the fans in the stands."

After every Guoan home game, staff will be in the stands. Cleaned out a lot of cigarette butts. If these problems are not resolved as soon as possible, they will have a great impact on next year's Olympic Games.

Recently, the Zhongguancun Fresh Air Industry Alliance launched a voting activity with the theme of "Creating Quality Air and Welcome Olympic Guests", which included the "Survey on the Top Ten Bad Lifestyle Habits Affecting Air Quality". As a result, "Smoking in public places" topped the top ten with 43,310 votes.

China is the world's largest consumer and producer of cigarettes, and it is also one of the fewer and fewer countries in the world that allows smoking in public places. This has directly led to smoking in prohibited smoking places becoming one of the top ten bad habits of the Chinese people.

3. Do it inside and outside the venue at the same time

In addition to the ban on smoking in the Olympic venues, the ban on smoking outside the venue cannot be ignored. According to relevant regulations, in addition to competition venues directly related to the Olympic Games, restaurants contracted by the Olympic Games, Olympic venues and Olympic Villages must be completely smoke-free by June 2008; large and medium-sized restaurants in famous scenic spots and cultural heritage parks must If there are special circumstances where a complete ban on smoking cannot be achieved, zoning management must be implemented; large and medium-sized catering business establishments should promote a complete ban on smoking. Restaurants that cannot achieve a complete ban on smoking should implement zoning management, that is, 75 areas are smoke-free areas and 25 areas are smoke-free areas. There should be a sealed and isolated smoking area; small restaurants with an area of ??less than 500 square meters should strengthen smoking control publicity in the restaurant and adopt various forms of smoking control measures. At present, "air purifiers" are used in restaurants such as Quanjude and Xiaowangfu in Beijing, and they have achieved good results.

Starting from October, smoking will be completely banned in taxis in Beijing, which means that drivers and passengers will no longer be able to smoke in taxis. The space inside a taxi is inherently small, and the air does not flow very well. If passengers or drivers smoke inside, it will undoubtedly make people, especially non-smokers, feel suffocated. A complete ban on smoking in taxis is absolutely good news for most people. In the future, you will no longer have to inhale "second-hand smoke" from the driver or other passengers when taking a taxi.

No smoking or watching games?
