Which level is higher, the women's Federation or the trade union?

Women's Federation and trade union are two independent organizations at the same level.

When introducing units, if there are both trade unions and women's federations, the trade unions are usually put in front and the women's federations are put behind. This is because the trade union is more important than the two units. Trade unions represent the broad masses of workers and have many members, and they also play an important role in actual work and life. Women's federations are not unimportant, but not as important as trade unions.
