What level of unit is the National Work Safety Emergency Rescue Command Center?

The National Work Safety Emergency Rescue Command Center is an institution led by the Office of the State Council Work Safety Commission and managed by the State Administration of Work Safety.

1. Internal Organization of the National Work Safety Emergency Rescue Command Center

General Department: Responsible for government affairs, policies and regulations, administrative affairs, personnel, foreign affairs and party affairs.

Command and Coordination Department: Responsible for coordinating and commanding production safety accidents and disasters, organizing and guiding emergency rescue drills and training.

Information Management Department: Responsible for the management of national production safety emergency rescue information resources.

Technical Equipment Department: Responsible for scientific and technological equipment and planning emergency rescue system work; organizing the construction of emergency rescue infrastructure.

2. The main responsibilities of the National Work Safety Emergency Rescue Command Center are:

Participate in the formulation and revision of national laws, regulations and rules on work safety emergency rescue, and formulate the national production safety emergency rescue management system and relevant regulations and responsible for organizing their implementation.

Responsible for the construction of the national production safety emergency rescue system, guiding and coordinating the work safety emergency rescue work of local and relevant departments.

Organize the preparation and comprehensive management of national production safety emergency rescue plans. Conduct comprehensive supervision and management of the implementation of production safety emergency plans by local and relevant departments.

Responsible for the comprehensive supervision, management and information statistics of national production safety emergency rescue resources, establishing a national production safety emergency rescue information database, and unified planning of the national production safety emergency rescue communication information network.

Responsible for the reception, processing and reporting of major national safety production emergency rescue information. Responsible for analyzing monitoring information of major hazard sources and predicting particularly major accident risks, and providing timely warning information.

Guide and coordinate emergency rescue work for particularly major work safety accidents; mobilize relevant emergency rescue forces and resources to participate in accident rescue according to the requirements of local or departmental emergency rescue command agencies; in accordance with the provisions of laws and regulations or the State Council Authorize the organization to direct emergency rescue work.

Organize and guide national production safety emergency rescue training. Organize and guide production safety emergency rescue training and exercises. Coordinate and guide relevant departments to implement qualification management and rescue capability assessment of production safety emergency rescue teams in accordance with the law.

Responsible for scientific and technological innovation and achievement promotion of safety production emergency rescue. Participate in international cooperation and exchanges on production safety emergency rescue.

Responsible for the supervision and management of production safety emergency rescue assets formed by state investment, and organize the cleanup and verification of assets invested in production safety emergency rescue projects.
