"The Decision of the People's Government of Heilongjiang Province on the Abolition and Decentralization of a Group of Administrative Powers" has been issued in 2015 It was adopted at the 42nd executive meeting of the Provincial Government on March 27, 2015, and is hereby announced and will come into effect on June 7, 2015.

Decision of the Heilongjiang Provincial People’s Government on canceling and decentralizing a number of administrative powers

The 42nd executive meeting of the provincial government decided to cancel and delegate 136 items of administrative power, of which 74 were canceled and 62 were delegated.

All localities and departments must do a good job in the implementation and connection of matters related to the cancellation and delegation of administrative powers. Supervisory measures must be formulated for canceled administrative power matters to avoid a supervisory vacuum. For administrative power matters that are delegated to management levels and need to be entrusted for implementation in accordance with the law, entrustment procedures must be completed in a timely manner, and business guidance and supervision must be strengthened at the same time. In principle, the people's governments of counties (cities) and relevant departments under the direct control of the province shall have the same authority for all administrative matters delegated to the people's governments at the districted municipal level and relevant departments. All localities must regulate the exercise of the administrative power matters they have inherited in accordance with the law, effectively strengthen management, and ensure that administrative power is properly inherited.

This decision will come into effect on June 7, 2015.
