Regulations of Tianjin Municipality on Urban Management

Article 3 Urban management shall follow the following principles:

(2) Insist on system innovation, and establish a management system with shifted management focus, districts and counties as the mainstay, clear rights and responsibilities, pragmatism and high efficiency;

(3) adhere to scientific management and mechanism innovation, and improve the operating mechanism of social participation, market operation, government supervision and efficient operation;

(4) adhere to the combination of education guidance and strict management according to law, and form a social atmosphere in which everyone is law-abiding, civilized and self-disciplined.

article 4 the municipal people's government shall set up an urban management Committee to make overall planning and coordination on major issues related to urban management.

(8) the municipal land and housing management department is responsible for the supervision and management of property management activities and the safe use of houses;

(9) The comprehensive administrative law enforcement organs of urban management shall exercise the administrative punishment power related to urban management in a centralized manner in accordance with the Provisions of Tianjin Municipality on the Relative Centralized Administrative Punishment Power of Urban Management (Decree No.111 of the Municipal People's Government in 27) and the relevant decisions of the Municipal People's Government.

Article 24 The management of airports, railway passenger stations and port passenger terminals shall meet the following requirements:

Article 25 The management of municipal highways shall meet the following requirements:

Article 26 Urban drainage and river management shall meet the following requirements:

(1) Drainage pipes shall be unobstructed, manhole covers shall be complete and intact, no sewage shall escape, drainage pumping stations shall be well equipped, normal sewage discharge and drainage in flood season shall be ensured, drainage rivers shall be unobstructed, gates shall be intact, and opening and closing shall be flexible;
