The Federation of Industry and Commerce should actively carry out non-governmental diplomacy, strengthen exchanges and cooperation with overseas business circles, and better serve the international cooperation of non-public enterprises. Fourth, give full play to the promoting role of the Federation of Industry and Commerce in the reform and development of trade associations and chambers of commerce. The Federation of Industry and Commerce should conscientiously perform the duties of the competent business unit of social organizations, guide and promote the Chamber of Commerce to organize and improve the corporate governance structure, standardize internal management, carry out activities according to laws and regulations, and give full play to the role of publicizing policies, providing services, reflecting demands, safeguarding rights and interests, and strengthening self-discipline. As the competent business unit of relevant social organizations, the All-China Federation of Industry and Commerce should participate in the relevant work of formulating policies and laws of trade associations and chambers of commerce.

Fifth, give full play to the positive role of the Federation of Industry and Commerce in building harmonious labor relations. The Federation of Industry and Commerce participated in the tripartite meeting to coordinate labor relations. Together with the representatives of human resources and social security departments, trade unions and other related enterprises, we will promote the construction of labor relations legislation and labor relations coordination mechanism, study and solve major problems in labor relations, and mediate labor disputes. It is necessary to guide non-public enterprises to negotiate with trade unions on an equal footing and sign collective contracts on issues involving the vital interests of employees, such as wages and welfare.
