What rights does the Federation of Industry and Commerce have?

The five functions of the Federation of Industry and Commerce are five rights:

First, give full play to the guiding role of the Federation of Industry and Commerce in the ideological and political work of non-public economic people. Guide non-public economic people to be patriotic, dedicated, honest, law-abiding and dedicated, be qualified builders of Socialism with Chinese characteristics, and guide non-public economic people to firmly follow the road of Socialism with Chinese characteristics; Guide non-public economic people to practice the socialist core value system, consciously fulfill their social responsibilities and actively repay the society; Publicize and commend the advanced deeds in socialist construction, and promote the healthy development of non-public economy and the healthy growth of non-public economic people; Guide non-public economic people to support enterprises to establish party organizations.

Second, give full play to the important role of the Federation of Industry and Commerce in the participation of non-public economic people in national political life and social affairs. As a United front organization under the leadership of the Party and an important part of the CPPCC, the Federation of Industry and Commerce should conscientiously perform the functions of political consultation, democratic supervision and participation in the discussion of state affairs. It is necessary to keep close contact with people in the non-public economy, deeply understand their wishes and demands, put forward relevant opinions and suggestions to the party and the government, participate in the formulation and implementation of relevant state policies and laws and regulations, and promote the improvement of the market environment, policy environment, legal environment and social environment of the non-public economy. Guide representatives of the non-public economy to enhance their overall awareness and sense of responsibility, help them improve their ability and level of participating in and discussing state affairs, actively reflect social conditions and public opinion, and participate in political life and social affairs in an orderly manner.

Third, give full play to the auxiliary role of the Federation of Industry and Commerce in government management and service of the non-public economy. Governments at all levels should pay attention to giving full play to the advantages of the Federation of Industry and Commerce in participating in the discussion of state affairs and democratic supervision, establish a system in which the Federation of Industry and Commerce entrusts and consults the opinions of non-public economic people on relevant important economic decisions, and fully listen to the opinions and suggestions of non-public economic people when making relevant decisions. Absorb the Federation of Industry and Commerce to participate in the leading organization and coordination mechanism to promote the development of non-public economy and small and medium-sized enterprises, and participate in the construction of service system for small and medium-sized enterprises. The Federation of Industry and Commerce should actively carry out non-governmental diplomacy, strengthen exchanges and cooperation with overseas business circles, and better serve the international cooperation of non-public enterprises. Actively explore the establishment of service carriers and mechanisms that meet the requirements of the socialist market economy, provide information, law, financing, technology, talents and other services for non-public enterprises, help non-public enterprises to better promote structural adjustment and independent innovation, and continuously enhance market competitiveness, risk resistance and sustainable development capabilities.

Fourth, give full play to the promoting role of the Federation of Industry and Commerce in the reform and development of trade associations and chambers of commerce. The Federation of Industry and Commerce should conscientiously perform the duties of the competent business unit of social organizations, guide and promote the Chamber of Commerce to organize and improve the corporate governance structure, standardize internal management, carry out activities according to laws and regulations, and give full play to the role of publicizing policies, providing services, reflecting demands, safeguarding rights and interests, and strengthening self-discipline. As the competent business unit of relevant social organizations, the All-China Federation of Industry and Commerce should participate in the relevant work of formulating policies and laws of trade associations and chambers of commerce.

Fifth, give full play to the positive role of the Federation of Industry and Commerce in building harmonious labor relations. The Federation of Industry and Commerce participated in the tripartite meeting to coordinate labor relations. Together with the representatives of human resources and social security departments, trade unions and other related enterprises, we will promote the construction of labor relations legislation and labor relations coordination mechanism, study and solve major problems in labor relations, and mediate labor disputes. It is necessary to guide non-public enterprises to negotiate with trade unions on an equal footing and sign collective contracts on issues involving the vital interests of employees, such as wages and welfare. We should correctly coordinate and handle the relationship between investors' interests and workers' rights and interests, guide non-public enterprises to actively create jobs, strictly abide by relevant state laws, regulations, policies and measures, respect and safeguard the legitimate rights and interests of workers, establish trade union organizations according to law, and carry out trade union activities.
