Article 9 The people's governments of provinces and municipalities divided into districts shall encourage and support scientific and technological research on air pollution prevention and control, carry out analysis of the sources of air pollution and their changing trends, prepare emission inventories of air pollutant sources, and promote and apply advanced prevention and control technologies. Give full play to the supporting role of science and technology in the prevention and control of air pollution.

Relevant departments of the people's governments at or above the county level should guide and serve enterprises, institutions and other production operators to enhance their awareness of atmospheric environmental protection and take effective measures to prevent and reduce air pollution. Article 10 People's governments at all levels shall reward units and individuals that have made outstanding achievements in preventing and controlling air pollution, protecting and improving the atmospheric environment.

Governments, social groups, schools, news media, grassroots mass autonomous organizations, etc. should strengthen publicity and education on atmospheric environmental protection, popularize laws, regulations and scientific knowledge on air pollution prevention and control, and improve the public’s awareness of atmospheric environmental protection. , to promote public participation in atmospheric environmental protection.
