Article 2 These regulations shall apply to the sale, setting off and related activities of fireworks and firecrackers within the administrative area of ??this city. Article 3 The sale and setting off of fireworks and firecrackers is prohibited in the urban built-up areas of Wuxing District, Nanxun District, Deqing County, Changxing County and Anji County of this city. The specific scope of urban built-up areas shall be determined by the municipal and county people's governments in accordance with the law and announced to the public.

The county (district) people's government may, based on the actual conditions of its own administrative region, determine other areas where the sale and setting off of fireworks and firecrackers are prohibited. Article 4 It is prohibited to set off fireworks and firecrackers in the following places outside the area specified in Article 3 of these regulations and within a distance of 50 meters around them:

(1) Office premises of state agencies;

(2) Movie theaters, tourist attractions and other crowded places;

(3) Construction sites, high-rise buildings, underground buildings;

(4) Drinking water sources First-level protected areas;

(5) Religious activity sites;

(6) Military restricted areas and military management areas;

(7) Laws, regulations and Other locations prohibited by regulations. Article 5 The municipal and county (district) people's governments shall set up obvious signs or make announcements in areas where the sale and setting off of fireworks and firecrackers are prohibited and in locations where the setting off is prohibited.

No unit or individual may deface or damage signs prohibiting the sale or setting off of fireworks. Article 6 During periods of heavy pollution, it is prohibited to set off fireworks and firecrackers within the administrative areas of this city.

The Municipal People's Government shall promptly release to the public through the news media early warning information on heavy pollution weather and announcements prohibiting the setting off of fireworks. Article 7 These regulations shall be implemented by the people's governments at all levels in this city. Municipal, county (district) people's governments should strengthen leadership and coordinate major matters in banning the sale and setting off of fireworks and firecrackers.

The public security department is responsible for the public safety management of fireworks and firecrackers, and the work safety supervision and management department is responsible for the safety production supervision and management of fireworks and firecrackers. The relevant competent departments such as quality and technical supervision, market supervision and management, comprehensive administrative law enforcement, housing and urban and rural construction, urban and rural planning, environmental protection, education, meteorology, etc. shall, in accordance with their respective responsibilities, strengthen cooperation and linkage, and jointly carry out the sales and discharge of fireworks and firecrackers. management work. Article 8: State agencies, social groups, enterprises, institutions and other organizations in this city shall carry out publicity and education activities prohibiting the sale and setting off of fireworks and firecrackers.

News media such as television, radio, newspapers, and the Internet should carry out public welfare propaganda prohibiting the sale, setting off of fireworks and firecrackers, and changing customs.

The convention that encourages the autonomy of villages, communities and residential areas prohibits the setting off of fireworks. Article 9 If a major public event determined by the Municipal People's Government really needs to hold a fireworks party or other large-scale fireworks display activities within the area specified in Article 3 of these regulations, the sponsoring unit shall comply with the regulations, conditions and procedures for hierarchical management in accordance with the law. , submit a permit application to the public security department.

When the public security department makes a decision to grant a license, it shall announce to the public the time, location, type, specification, and quantity of the permitted discharge. Article 10 Article 3 of these regulations stipulates that the layout of retail outlets for fireworks and firecrackers outside the area shall be based on the principles of strict access, ensuring safety, and rational layout. Article 11 Wholesale and retail businesses of fireworks and firecrackers shall establish business files, truthfully record the names, specifications, quantities, shelf life and other contents of the stored and sold fireworks and firecrackers, and issue and preserve relevant certificates. Article 12 Purchasers shall purchase fireworks and firecrackers from legal wholesale and retail businesses of fireworks and firecrackers, and shall not purchase illegally sold fireworks and firecrackers, and shall set off fireworks and firecrackers in a safe and civilized manner in accordance with the discharge instructions.

Advocate the use of safe, environmentally friendly alternatives to fireworks and firecrackers. Article 13: No unit or individual may store fireworks and firecrackers in the area specified in Article 3 of these regulations.

Outside the areas stipulated in Article 3 of these regulations, non-fireworks and firecrackers wholesale businesses and retail outlets are not allowed to store more than 30 kilograms of fireworks and firecrackers. Article 14 Within the areas and locations specified in Articles 3 and 4 of these regulations, units and individuals engaged in catering, accommodation, wedding ceremonies, and funeral services shall inform service recipients of the prohibition on setting off fireworks and firecrackers, and shall not provide services for setting off fireworks. Article 15 Citizens, legal persons and other organizations have the right to report violations of laws and regulations governing fireworks and firecrackers to the public security department and work safety supervision and management department.

When grassroots mass autonomous organizations and property service companies discover violations of laws and regulations governing fireworks and firecrackers, they should be discouraged and report to the public security department and work safety supervision and management department in a timely manner.

The public security department and the production safety supervision and management department shall accept the case and promptly investigate and deal with it; if it is verified to be true, appropriate rewards will be given to the whistleblower in accordance with relevant regulations.
