Forty-eighth people's governments at all levels should take measures to improve the overall level of flood control investment.

Article 49 The investment required for the management of rivers and lakes and the construction and maintenance of flood control works and facilities shall be borne by the central and local governments at all levels in accordance with the principle of the unification of administrative power and financial power. The investment required for the construction and maintenance of urban flood control engineering facilities shall be borne by the municipal people's government.
