Forty-eighth people's governments at all levels should take measures to improve the overall level of flood control investment.

Article 49 The investment required for the management of rivers and lakes and the construction and maintenance of flood control works and facilities shall be borne by the central and local governments at all levels in accordance with the principle of the unification of administrative power and financial power. The investment required for the construction and maintenance of urban flood control engineering facilities shall be borne by the municipal people's government.

Oil fields, pipelines, railways, highways, mines, electric power, telecommunications and other enterprises and institutions. Areas threatened by floods should raise funds by themselves to build necessary flood control and self-protection projects.

Article 50 When the dikes and dams of important rivers and lakes designated by the state suffer from catastrophic floods, the central finance shall allocate funds for flood fighting and emergency rescue and the repair of flood control works and facilities damaged by water. The people's governments of provinces, autonomous regions and municipalities directly under the Central Government shall allocate funds in their fiscal budgets at the corresponding levels for flood fighting and emergency rescue and flood control projects damaged by water in areas suffering from catastrophic floods within their administrative areas. Article 51 The state establishes a water conservancy construction fund for the maintenance and construction of flood control projects and water conservancy projects. Specific measures shall be formulated by the State Council.

Provinces, autonomous regions and municipalities directly under the Central Government threatened by floods may, in order to strengthen the construction of flood control facilities within their respective administrative areas and improve their flood prevention capabilities, impose maintenance and management fees for river engineering construction in flood control protection areas in accordance with the relevant provisions of the State Council.

Article 52 No unit or individual may intercept or misappropriate funds and materials for flood control and disaster relief.

Audit institutions of people's governments at all levels shall strengthen audit supervision over the use of flood control and disaster relief funds.
