Guangzhou National Fitness Regulations (revised in 2020)

Chapter I General Provisions Article 1 In order to promote the development of national fitness activities, safeguard citizens' legitimate rights and interests in national fitness activities and enhance citizens' physique, these Regulations are formulated in accordance with the Sports Law of the People's Republic of China, the Regulations on National Fitness, the Regulations on Public Cultural and Sports Facilities and other laws and regulations, combined with the actual situation of this Municipality. Article 2 These Regulations shall apply to the organization of national fitness activities and the planning, construction and management of national fitness facilities within the administrative area of this Municipality. Article 3 The municipal and district people's governments shall, according to the actual situation in their respective regions, formulate and organize the implementation of the national fitness plan in their respective administrative regions, and incorporate the national fitness work into the national economic and social development plan at the corresponding level. The municipal and district people's governments shall incorporate the funds needed for the national fitness work into the fiscal budget at the corresponding level, and gradually increase with the development of the national economy and the growth of fiscal revenue. Article 4 The sports authorities of the municipal and district people's governments shall be responsible for the national fitness work within their respective administrative areas, and other relevant administrative departments shall be responsible for the relevant national fitness work within their respective functions and duties. Article 5 The town people's government and subdistrict offices shall incorporate the national fitness work into the construction of grass-roots public service system, gradually establish grass-roots sports service places such as sports fitness consultation stations (spots), and organize and carry out national fitness activities within their respective administrative areas. Sixth people's governments at all levels and sports, education and other relevant departments should strengthen the publicity of national fitness, popularize national fitness knowledge, popularize scientific fitness methods, and support national fitness scientific research. Article 7 The state stipulates that one week of National Fitness Day shall be the National Fitness Week of this Municipality.

During the National Fitness Week, the municipal and district people's governments and their sports authorities shall focus on organizing and carrying out national fitness publicity and national fitness activities. Chapter II Fitness Activities Article 8 The organization of nationwide fitness activities shall follow the principles of being scientific, civilized, safe, voluntary and adapting to local conditions.

People's governments at all levels shall promote the development of national fitness activities according to the National Physical Exercise Standards and the Physical Exercise Standards for the General Population. Article 9 Social organizations such as trade unions, the Communist Youth League, women's federations and disabled persons' federations shall organize their members to carry out national fitness activities in light of their own characteristics. Tenth residents' committees should take the organization of national fitness activities as an important part of community work, and organize residents to carry out various forms of national fitness activities in light of local conditions.

The villagers' committee shall organize villagers to carry out national fitness activities suitable for rural characteristics. Eleventh schools should offer physical education courses and carry out extracurricular sports activities in accordance with the "Regulations on School Physical Education" and the national curriculum standards.

Schools should ensure that students participate in sports activities every day during school at least 1 hour. If there is no physical education class on that day, primary and secondary schools should organize students to carry out extracurricular sports activities of not less than 1 hour. Extracurricular sports activities include students' fitness activities organized by schools such as exercises between classes.

Schools should implement students' physical health standards in accordance with state regulations, establish students' physical health files, conduct sampling monitoring on students' physical fitness once a year, and guide students to carry out sports activities scientifically according to the results of students' physical fitness monitoring. Twelfth municipal education administrative department shall organize the implementation of junior high school entrance examination, and the physical examination results shall be included in the total score of the senior high school entrance examination in accordance with the provisions of the higher education administrative department. Thirteenth sports federations and various sports associations shall, in accordance with the articles of association, give full play to their professional advantages and organize sports and fitness activities under the guidance of the sports authorities.

Guardians of minors shall urge minors to participate in physical fitness activities. Fourteenth to encourage social forces to set up business sports fitness organizations to meet the public fitness needs. Article 15 To engage in the national high-risk sports listed in the Catalogue, an administrative license shall be obtained from the sports authorities at or above the district level in accordance with the relevant provisions of the National Fitness Regulations, and relevant commercial registration procedures shall be handled. Sixteenth to hold large-scale national fitness activities and high-risk sports activities, practical safety measures and emergency plans should be formulated in accordance with the relevant provisions of the state and the province. Seventeenth citizens to participate in fitness activities, should abide by the rules and regulations of public order and fitness places, care for facilities, protect the environment, and shall not affect the normal work and life of others.

It is forbidden for any organization or individual to engage in feudal superstition, heresy, gambling and other illegal activities by using national fitness activities. Chapter III Fitness Facilities Article 18 The planning and construction of public sports facilities shall follow the principles of overall planning and coordination, overall planning of urban and rural areas, rational layout, standardization and practicality, and convenience for the masses. Article 19 The municipal sports administrative department shall, jointly with the relevant administrative departments of planning, forestry, landscape architecture, urban and rural construction, formulate the standards for the establishment of urban and rural public sports facilities according to the land use index not lower than the national public sports facilities and the needs of the city's national economic and social development level and sports development, and report them to the Municipal People's Government for approval. Article 20 The administrative department of urban and rural planning of the Municipal People's Government shall plan public sports facilities at the level of city, district, residential area and residential group according to the approved overall urban planning, overall town planning and the standards for setting public sports facilities in cities and villages.

The administrative department of urban and rural planning of the municipal and district people's governments shall reserve land for the construction of public sports facilities, and build and gradually improve public sports facilities.

The funds for the construction, maintenance and management of public sports facilities established by people's governments at all levels shall be included in the financial budget of the people's governments at the corresponding levels.
