Guo Shougang, Ministry of Industry and Information Technology: Four Key Contents of China's Automobile Industry Development during the Tenth Five-Year Plan Period

On June 18, the 20021China Auto Forum with the theme of "New Starting Point, New Strategy and New Pattern" opened in Shanghai.

Guo Shougang, Deputy Director of Equipment Industry Division I of the Ministry of Industry and Information Technology, said in his keynote speech that the "14th Five-Year Plan" was an important period for China's automobile development. To this end, the Ministry of Industry and Information Technology put forward four key contents:

First, improve the level of the whole industrial chain, speed up the completion of chip technology and battery core technology, and improve product quality;

The second is to anchor the development direction of intelligent network connection and promote the construction of network environment infrastructure such as new energy charging, power exchange and hydrogenation;

The third is to publicize the automobile brand and tell the new story of China automobile brand.

The fourth is to optimize the industrial development environment, focus on the goal of carbon neutrality, orderly liberalize OEM production, curb blind investment, and maintain the stability of the automobile industry chain.

As we all know, at present, the global automobile industry has entered a period of great change once in a hundred years. Electrification, networking and intelligence have become our development trends and trends. The function of automobile products has expanded from simple means of transportation to mobile energy storage units and intelligent digital space. The proportion of electronics and software in the value chain is increasing day by day. The industrial chain has accelerated to extend to back-end services such as travel, logistics and entertainment. New technologies, new models and new formats are constantly emerging, and the industry ecology and competition pattern have emerged.

Generally speaking, China's automobile industry has entered the overlapping period of its own transformation and upgrading and global technological changes, facing both rare historical opportunities and many problems and challenges.

The Ministry of Industry and Information Technology, as the competent department of the industry, conscientiously implements the decision-making arrangements made by the State Council of the CPC Central Committee, and, in conjunction with relevant departments and industries, unremittingly promotes the high-quality development of the automobile industry, especially new energy vehicles and intelligent networked vehicles, which are embodied in the following aspects:

First, the development of new energy vehicles in China has achieved positive results and a good momentum of development.

New energy vehicles are the main direction of global automobile industry transformation and upgrading, green development, and also the strategic choice for China automobile industry to achieve carbon dioxide emission reduction targets and high-quality development. The Ministry of Industry and Information Technology and relevant departments have strengthened overall planning and comprehensive policies, and achieved positive results in promoting the development of new energy vehicles in China in recent years.

First, the product performance has been significantly improved. According to statistics, the average cruising range of pure electric passenger cars in 2020 is close to 400 kilometers, which is more than 80% higher than that in 20 16. The average power consumption decreased to 12.5 kWh/100 km, which was more than 20% lower than that in 20 16 years. Second, the supporting environment is becoming more and more perfect. As of April this year, 65,000 charging stations, 644 power exchange stations and 6,543.8+0.87 thousand charging piles have been built nationwide, and a "ten vertical, ten horizontal and two ring" expressway fast charging network covering 1.76 cities and over 50,000 kilometers has been built. Third, market acceptance is getting higher and higher. From June 5438 to May this year, the production and sales of new energy vehicles were 967,000 and 950,000 respectively, both increasing by 2.2 times year-on-year, and the market penetration rate reached 8.7% (the penetration rate reached 10.2% in May), showing a strong growth momentum. Fourth, the development trend of integration has increased.

The new energy vehicle is the carrier of storing and consuming renewable energy, the key node of green energy, smart grid, future travel and mobile communication connection, and the basic unit of intelligent transportation and smart city. Accelerating popularization and application, and integrating development with energy, transportation and other fields will help to build a coordinated and efficient "double carbon" target implementation system and promote the overall green transformation of the economy and society.

Second, the innovation capability of China's intelligent networked automobile industry has been significantly improved, and the policy environment has become increasingly perfect.

With the continuous vigorous development of the new round of global scientific and technological revolution and industrial transformation, the integration of electronics, information and communication technologies and automobile industry has accelerated, and intelligent networked vehicles with distinctive cross-border integration characteristics have become an important breakthrough in industrial transformation and upgrading in the new automobile era. The world's major automobile countries regard intelligent networked vehicles as an important strategic field to seize the opportunity of future development, and have strengthened strategic guidance, revised relevant laws and regulations, issued guidelines on policies and measures, promoted road testing and demonstration, and strived to create a good industrial development environment. Major car companies and technology giants continue to increase investment, increase cross-border integration, and accelerate the mass production and application of high-grade self-driving cars.

The Ministry of Industry and Information Technology attaches great importance to the development of intelligent networked automobile industry, and has successively issued a series of guiding documents such as top-level design, innovation drive, standards and specifications, testing and application, and established a multi-department communication and coordination mechanism and a cross-disciplinary and cross-industry collaborative innovation platform in Industry-University-Research.

Support the construction of pilot demonstration zones in Shanghai, Beijing and Chongqing, and actively accelerate the construction of networked infrastructure such as communications and roads. Thanks to the joint efforts of many parties, the development of China's intelligent networked automobile industry has achieved initial results, the innovation ability has been significantly improved, and the policy environment has become increasingly perfect. A considerable proportion of new models have been equipped with L2-class autopilot systems, and L3-class models have also been applied to specific scenes.

However, we should also be soberly aware that there are still some problems in the development of intelligent networked vehicles, such as key technological innovation, improvement of standards and regulations, optimization of policy environment, and exploration of business models, which need to be solved with great efforts.

Throughout the world, the automobile industry has always been the lifeline of the country in the industrial system of economically developed countries. In China, the automobile industry is also an important pillar industry of the national economy, with the largest output value, the longest industrial chain and the largest number of direct or indirect employees.

After years of continuous efforts, China has built a complete automobile industry system, the R&D capability of enterprises has been significantly enhanced, and the product quality level has been steadily improved. Since 2009, China's automobile production and sales have been ranked first in the world. The development achievements are hard-won and deserve full recognition, including the unremitting efforts of China brand enterprises and the important contributions of foreign brands and joint venture brand enterprises.

Objectively speaking, the performance and quality of China brand cars need to be further improved. Compared with joint venture brands, there is still a big gap between brand premium and profitability, and the market share has also declined in recent years. I hope to seize the opportunity of electrification, networking and intelligent transformation in the future, increase investment in innovation, accelerate the pace of transformation, strengthen the construction of quality control system covering the whole life cycle of R&D, manufacturing and after-sales, and effectively improve product quality, safety and reliability.

The "14th Five-Year Plan" is an important window period for China's automobile industry to take advantage of the situation and accelerate its development.
