The comprehensive bonded area and bonded port area have the same functions and tax policies, but the difference is that the bonded port area is adjacent to the port area.

According to the Notice of General Office of the State Council on Printing and Distributing the Optimization Plan for Accelerating the Integration of Special Customs Supervision Areas, different types of special customs supervision areas will be integrated and optimized into comprehensive bonded areas, and the newly established special customs supervision areas will be named as comprehensive bonded areas in the future.

The comprehensive bonded zone can develop bonded processing, bonded logistics and bonded services. The main tax policies of the comprehensive bonded zone are the same as those of the export processing zone. In addition, goods produced, processed and sold by enterprises in the comprehensive bonded zone outside the territory can be subject to customs duties according to the corresponding imported materials or actual inspection status according to the application of enterprises, and import value-added tax and consumption tax can be levied according to regulations.
